BACKGROUND:
Mobile homes offer a unique and valuable source of affordable housing for vulnerable and low-income residents of San Mateo County. There are currently seven (7) mobile home parks in unincorporated San Mateo County.

Mobile home park residents are primarily responsible for maintaining their units in compliance with applicable health and safety requirements. In 2021, a devastating fire at a unit in a mobile home park in San Mateo County served to highlight the importance of adhering to safety standards, and a subsequent inspection of that park identified a high concentration of individual residential units with code and safety violations. To assist low-income residents with the costs of repairs needed to restore their units to a safe condition, a pilot mobile home repair project was undertaken at the park, offering free repair services to approximately forty qualifying residents to address health and safety violations identified by inspectors. Based on the success of this pilot, the County seeks to expand those efforts by offering subsidized repairs to residents of other mobile home parks in unincorporated San Mateo County.

DISCUSSION:
In May 2023, the County Executive's Office, in conjunction with the Department of Housing and Office of Community Affairs, conducted a Request for Proposals for a Mobile Home Repair Program, to assist with repairs of residential units in mobile home parks within unincorporated San Mateo County.
