BACKGROUND:

On December 13, 2022, this Board adopted Resolution No. 079393 which approved the unincorporated San Mateo County Local Roadway Safety Plan (LRSP). The LRSP creates a framework to systematically identify and analyze safety concerns and recommend safety enhancements on local roads. The approved LRSP included recommendations for safety improvements to Pescadero Creek Road.

 

Additionally, the Department of Public Works (Department) identified a unique opportunity to work with and utilize technical assistance from the California Division of the Federal Highway Administration (FHWA) for a Road Safety Audit Report (RSA Report) on Pescadero Creek Road.

 

DISCUSSION:

The RSA Team (Team) met in the summer of 2022 for a 3-day audit and field study of Pescadero Creek Road. The Team was comprised of members from the FHWA, the San Mateo County Bicycle and Pedestrian Advisory Committee (BPAC), and the Department. During the 3-day audit, the Team drove, walked, and assessed various roadway conditions along Pescadero Creek Road. The Team focused on areas surrounding the Pescadero area including Loma Mar, Memorial Park, and Pescadero Creek Road intersections at Highway 84, Alpine Road, Cloverdale Road, and Stage Road. The Team identified several issues along the road, including speed, bicycle and pedestrian conflicts with motorized vehicles, and collision history.

 

The RSA Report describes the methodologies used to develop the Report, observations made, and recommendations for improvements along Pescadero Creek Road. Recommendations in the RSA Report include bicycle and pedestrian improvements such as crosswalks and bicycle pull outs, curve advisory signs, speed reduction signs, and intersection controls. This RSA Report provides a general list of recommendations for implementation, which could be implemented pending site-specific evaluations and the availability of funding.

 

The FHWA requires agencies that utilize their technical assistance to develop an RSA Report to acknowledge the RSA Report. A resolution adopting the final RSA Report for Pescadero Creek Road will satisfy this FHWA requirement. The Team worked closely with members of FHWA to review their recommendations and findings. Adoption of the RSA Report could better position the County and Department for future grant opportunities, which may include traffic engineering studies, design, or construction of the recommendations for safety improvements along Pescadero Creek Road. 

County Attorney has reviewed and approved the resolution as to form.

FISCAL IMPACT:

There is no impact to the General Fund.
