BACKGROUND:
The Sequoia Healthcare District (SHD) population continues to increase, along with the number of uninsured individuals who need oral health services.

As the County's safety net public hospital, San Mateo Medical Center's (SMMC) mission is to provide oral health services to the uninsured throughout its system of care. Paying for the cost of delivering this care is a perpetual challenge. The SHD has long recognized the need for medical care services for its uninsured residents by providing grants to fund the cost of such services for its residents.

DISCUSSION:
This memorandum of understanding will allow SMMC to provide oral health services to an estimated 600 SHD residents who are currently on SMMC's Dental Comprehensive Waitlist each year. SHD will fund these services for the next two years in an amount not to exceed $320,000.

In accepting the $320,000 funding, the County agrees to demonstrate on an ongoing basis, that: 1) the population served by these funds resides primarily within SHD's boundaries, and 2) the costs charged against this funding are neither subject to nor eligible for reimbursement through government or private insurance programs.
