Title: Adopt a resolution: A) Rescinding the "Thirty-Minute Time Limited Parking" zone on the westerly side of East Selby Lane commencing at a point 80 feet southwesterly of the intersection of El Camino Real, State Highway 82, and extending northeasterly a distance of 53 feet, more or less that was previously approved by this Board by Resolution No. 067695 on December 6, 2005; and B) Rescinding the "Passenger Loading" zone on the northerly side of East Selby Lane commencing at a point 70 feet easterly of the intersection of El Camino Real and extending easterly a distance of 44 feet, more or less that was previously approved by this Board by Resolution No. 068091 on June 20, 2006; and C) Establishing a "No Parking" zone along 1 East Selby Lane in the unincorporated Redwood City area.

A)                     Rescinding the “Thirty-Minute Time Limited Parking” zone on the westerly side of East Selby Lane commencing at a point 80 feet southwesterly of the intersection of El Camino Real, State Highway 82, and extending northeasterly a distance of 53 feet, more or less that was previously approved by this Board by Resolution No. 067695 on December 6, 2005; and

 

B)                     Rescinding the “Passenger Loading” zone on the northerly side of East Selby Lane commencing at a point 70 feet easterly of the intersection of El Camino Real and extending easterly a distance of 44 feet, more or less that was previously approved by this Board by Resolution No. 068091 on June 20, 2006; and

 

C)                     Establishing a “No Parking” zone along 1 East Selby Lane in the unincorporated Redwood City area.

BACKGROUND:

This Board has adopted similar resolutions regarding parking restrictions.

 

Section 22507 et al. of the California Vehicle Code and Section 7.30.010 et al. of the San Mateo County Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

 

DISCUSSION:

Sunrise of Redwood City, a senior care facility, located at 1 East Selby Lane seeks to improve access for emergency vehicles responding to medical emergencies at its facility. Vehicles parked in the existing time limited parking spaces and loading zones force emergency vehicles to either park in the travel way or park in the driveway blocking access for other vehicles.   

 

After consulting with emergency responders, the Department of Public Works (Department) recommends modifying portions of Resolution No. 067695 and Resolution No. 068091 in order to establish a “No Parking” zone as shown on Exhibit “A”.

 

On May 11, 2023, the Department notified property owners on adjacent blocks, extending a minimum of 300 feet from the proposed parking restrictions, of the date and time of this Board’s meeting to consider these items.

 

The Department received three responses to the letter: two in support of the parking restrictions and one requesting additional parking restrictions on the other side of the road as well.

 

The location of parking zones and other traffic restrictions on County-maintained streets are shown on maps in the Department’s office and website. The Department’s master list of parking restrictions will be updated to reflect the recommended changes, should this Board approve the proposed resolution.

 

County Attorney has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

There is no impact to the General Fund.
