BACKGROUND:

Daly City Peninsula Partnership Collaborative (DCPPC) has been providing services under contract for the County of San Mateo since 1995. They are currently serving students through academic support, access to enrichment activities, and connection to local community resources.  DCPPC is the only on-site provider at all requisite school sites in northern San Mateo County and is thereby a sole source provider.

 

Many families within the northern region of San Mateo County are immigrants and their children are English Language Learners (ELL). Additional academic support for ELL is beneficial to elementary and middle school youth, helping them acquire English, so they can achieve grade level proficiency in Common Core standards which integrate the use of English in all subjects. The Human Services Agency (HSA) has identified the need for comprehensive out-of-school Science, Technology, Engineering, and Math programs in the northern region of San Mateo County.

 

DCPPC leverages funding provided by HSA with funding from fee-based programs, four school districts, and Silicon Valley Community Foundation to support after school academic programs, pre-kindergarten programs, and community events serving Daly City and South San Francisco youth and their families.

 

DISCUSSION:

This agreement with DCPPC will provide academic and social support services to youth in northern San Mateo County. The educational services provided through this agreement will be tailored to meet the needs of the student populations at elementary and middle school sites located in Brisbane, Daly City, and South San Francisco.

 

Through this agreement, DCPPC will support young children from pre-kindergarten through 8th grade succeed in school and build essential skills for life. DCPPC will work with school principals to plan their afterschool programs. They will plan, coordinate, direct, supervise, and evaluate the specific activities of the Daly City Partnership at the assigned school sites for pre-kindergarten through eighth grade. These activities will include tutoring, homework assistance, and enrichment classes.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

County Attorney has reviewed and approved the agreement and resolution as to form.

 

This agreement will serve children through the afterschool and extended learning program, aiming to serve 500 unduplicated children in FY 2023-24 and increasing to serve 550 unduplicated children in FY 2024-25. It is anticipated for FY 2023-24 that 55% of children served will show an increased growth of student progress, in academic support programs, as reflected by multiple assessments. This measure is expected to increase to 60% for FY 2024-25. It is also anticipated that for FY 2023-24, the number of unduplicated student hours in afterschool and extended learning programs will be 6,000, expected to increase to 6,250 in FY 2024-25.

FISCAL IMPACT:

The term of this agreement is July 1, 2023, through June 30, 2025, a period of two years. The total obligation is $250,536. This agreement is funded entirely with Net County Cost. Budgetary appropriation for this agreement has been included in the FY 2023-25 Recommended Budget.
