BACKGROUND:
The Pacific Islanders Organizing, Nurturing, and Empowering Everyone to Rise and Serve (PIONEERS) Program is a Mental Health Services Act (MHSA) Innovations approved three-year pilot project that will provide culturally relevant, behavioral health support for Native Hawaiian and Pacific Islanders (NHPI) youth and young adults. The PIONEERS Program will increase access to behavioral health services for NHPI youth and young adults ages 14-25. The PIONEERS Program will address the wellness and behavioral health needs of NHPI youth and young adults in San Mateo County, as informed by a Youth Advisory Council of NHPI youth, young adults, and leaders.

In December 2022, Behavioral Health & Recovery Services (BHRS) released a Request for Proposals for the PIONEERS Program. HealthRIGHT 360's Asian American Recovery Services submitted a proposal and was recommended as the provider for these services.

DISCUSSION:
The PIONEERS Program will embrace "Mana," a Pacific Islander concept that can be defined as the connection and spirit of higher power (gods, ancestors, and the universe). This theme will be used in connection with the services provided, as it is an important concept for all-encompassing wellness - body, mind, and soul - among Pacific Islanders.
