BACKGROUND:
In March 2014, a comprehensive Community Program Planning (CPP) process to develop the Mental Health Services Act (MHSA) Fiscal Year 2014-17 Three-Year Program and Expenditure Plan was kicked off by the Behavioral Health Commission (BHC) that included a needs assessment and strategy development and prioritization process. Over 300 individuals were engaged in the CPP process through community input meetings and surveys. One of the priorities identified and included in the plan included the need to support individuals living with serious mental illness in their communities by connecting them to employment, volunteer opportunities, and ongoing peer support.

The BHC voted to open a 30-day public comment, closed with the public hearing on November 5, 2014, and recommended that this Board approve the MHSA Fiscal Year 2014-17 Three-Year Program and Expenditure.

A group of parents whose adult children live with a persistent, serious mental illness researched and launched the California Clubhouse (Clubhouse) in San Mateo County to meet the needs of the identified MHSA priority.

They received formal training, and the Clubhouse was granted 501(c)(3) not-for-profit status as a consumer-run organization to provide consumer peer support and self-help services in the County. The Clubhouse has provided services to Behavioral Health and Recovery Services (BHRS) clients since 2015.
