Adopt a resolution authorizing the County Executive, or Designee, to execute an agreement with the University of California, Davis for an evaluation of the San Mateo County Gun Violence Prevention Program for the term of July 1, 2023, through December 31, 2024, in a total amount not to exceed $224,220.

BACKGROUND:
On March 11, 2022, San Mateo County hosted the "Getting Prohibited Guns off the Street: Firearm Relinquishment in San Mateo County" forum, where Attorney General Rob Bonta spoke about the importance of getting prohibited guns off the streets, legislation in place and/or being developed to assist in this effort, efforts already in practice in San Mateo County, and opportunities to further success in these efforts.

Following the forum, the County launched its Gun Violence Prevention Program, which is a collaborative effort of law enforcement, the San Mateo County Superior Court, and the District Attorney's Office to enforce unlawful firearm possession laws more effectively, in the interest of promoting safety and reducing gun violence in the County. The program is designed to be coupled with development and ongoing evaluation of performance metrics.

DISCUSSION:
The evaluation of the San Mateo County Gun Violence Prevention Program will be conducted by the University of California, Davis Violence Prevention Research Program, a national leader in research on the nature, causes, consequences, and prevention of violence. The eighteen-month evaluation will be conducted to determine whether the County is implementing the Gun Violence Prevention Program as designed and whether it is producing the desired public safety outcomes.
