BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 5 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a grant to LifeMoves and the resulting grant agreement, in an amount not to exceed $25,000, for exterior repairs and maintenance to LifeMoves’ Daly City interim housing site, Family Crossroads. The County Executive’s Office will administer and manage the proposed agreement.

 

District-discretionary Measure K funding for this organization has previously been provided as listed below:

                     On April 11, 2023, the Board approved district-discretionary Measure K funds, not to exceed $25,000, to support a unit kitchen renovation at the Haven Family House shelter in Menlo Park, recommended by District 4.

                     On June 8, 2022, the Board approved district-discretionary Measure K funds, in the amount of $25,000, for the purchase and installation of three new water heaters at the Haven Family House shelter in Menlo Park, recommended by District 4

                     On June 4, 2022, the Board approved district-discretionary Measure K funds, in the amount of $227,564, for one year of funding for two full-time Homeless Outreach Case Managers to provide respond services, recommended by District 1

                     On May 5, 2020, the Board approved district-discretionary Measure K funds, in the amount of $48,500, for one year of funding for Renovation of 5 bathrooms at Haven Family House in Menlo Park, recommended by District 4

                     On April 7, 2020, the Board approved district-discretionary Measure K funds, in the amount of $217,000 for one year of funding for a Homeless Outreach Team case manager, recommended by District 1

                     On March 4, 2020, the Board approved district-discretionary Measure K funds, in the amount of $48,270 for Improvements to the Vendome facility, recommended by District 2

                     On September 4, 2018, the Board approved district-discretionary Measure K funds, in the amount of $74,115 for Redwood Family House:  Interior drywall and painting, stucco work and exterior paint, recommended by District 4

                     On January 9, 2018, the Board approved district-discretionary Measure K funds, in the amount of $40,805 for Redwood Family House:  Fire suppression upgrade, installation of overhead sprinkler system, recommended by District 1

                     On January 9, 2018, the Board approved district-discretionary Measure K funds, in the amount of $35,090 for Redwood Family House:  Trenching and piping for fire line installation, recommended by District 3

                     On April 11, 2017, the Board approved district-discretionary Measure K funds, in the amount of $90,200 for First Step for Families (City of San Mateo) repairs and improvements: plumbing to expand laundry room, parking lights, exterior paint, flooring repairs in computer room and emergency staircase; and Vendome repairs: flooring repairs in men's and women's bathrooms, recommended by District 2

                     On March 28, 2017, the Board approved district-discretionary Measure K funds, in the amount of $227,850 for Redwood Family House and Haven Family House repairs: RFH: commercial water heater, security cameras, sub-floor and floor replacement in 9 bathrooms, balcony repair, roof replacement; HFH repairs include security cameras, lighting for children's play area, recommended by District 4

                     On January 26, 2016, the Board approved district-discretionary Measure K funds, in the amount of $79,000 for First Step for Families: New lamina, recommended by District 2

                     On December 15, 2015, the Board approved district-discretionary Measure K funds, in the amount of $56,925 for Hoptel (East Palo Alto):  new roof; Haven Family House: 5 water heaters and roof repair; Redwood Family House: asphalt repairs, recommended by District 4

 

LifeMoves is the largest nonprofit organization committed to ending the cycle of homelessness for families and individuals in San Mateo and Santa Clara counties by providing interim housing, support services, and collaborative partnerships. LifeMoves operates more than 20 facilities across the Peninsula and Silicon Valley, including emergency interim housing for single adults, couples, veterans, and families, a drop-in center, and several permanent supportive housing sites. On any given day, the organization feeds, clothes, and houses more than 1,300 people, 365 days per year. LifeMoves moved more than 2,100 residents to stable housing and self-sufficiency at the conclusion of the last fiscal year (June 30, 2022). During the last fiscal year, LifeMoves supported more than 7,000 individuals experiencing homelessness, and provided nearly 289,000 nights of shelter to some of the most vulnerable neighbors in the community. Last year, 82% of families and 65% of all individuals who engaged in services successfully broke the cycle of homelessness, moving toward a brighter future.

 

Family Crossroads is a LifeMoves family shelter located in a residential neighborhood in Daly City. The facility has the capacity to serve up to 45 family members in 15 units.

 

When someone has suffered profound trauma like homelessness, regaining a sense of pride and restoring stability is essential to begin moving forward - and this is true for both adults and children. Family Crossroads, like other LifeMoves sites serving families, offers a clean and safe haven for those who find themselves unsheltered. Providing stable interim housing, along with food, clothing, and household necessities, staff welcome families with comprehensive supportive services and help develop a strategy to regain stable housing and self-sufficiency. A well-maintained living environment helps motivate families to strive toward a successful future. The Daly City area is routinely impacted by fog and damp weather, conditions that require LifeMoves to closely monitor this facility and proactively address conditions that could negatively impact the operations. Having served hundreds of local families over the years, the Family Crossroads location requires regular maintenance and repairs to continue to be an integral part of the Daly City community. Excessive dampness that is not addressed can impact a building’s aesthetics, but can also have more serious implications, including corroded metal and jeopardizing the overall building integrity.

 

The proposed Measure K funds will help preserve an important facility that is vital to the community’s efforts to address the problem of homelessness in the region. In addition, the Measure K funds will benefit the greater community by providing a safe, warm, and welcoming place where families experiencing homelessness can find the shelter and resources needed to move away from living on the streets, in their cars, or in other places not fit for human habitation.

 

Specifically, LifeMoves would use the requested funds for exterior stucco repairs and painting, along with restriping the parking lot. LifeMoves intends to begin the project as soon as funding becomes available, with completion expected by February 28, 2024 (weather permitting).

 

Total Measure K Request: Not to Exceed $25,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
