BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 5 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

 

This is a request to authorize a grant to Peninsula Conflict Resolution Center, acting as the fiscal agent for Camp Unity, and resulting grant agreement, in an amount not to exceed $30,000, to pay for facility rental fees to provide summer camp programming for lower-income San Mateo County students. The County Executive’s Office will administer and manage the proposed agreement.

 

District-discretionary Measure K funding for the Peninsula Conflict Resolution Center (in its individual capacity and not acting as Camp Unity’s fiscal agent) has previously been provided as listed below:

 

                     On June 6, 2017, the Board of Supervisors approved district-specific Measure K funding in the amount of $5,000 to the Peninsula Conflict Resolution Center, for the 4th Annual ADRx: Bridging the Divides event.

                     On January 23, 2018, the Board of Supervisors approved district-specific Measure K funding in the amount of $2,500 to the Peninsula Conflict Resolution Center, for the first annual Action Summit.

                     On November 11, 2019, the Board of Supervisors approved district-discretionary Measure K funding in the amount of $40,000 to the Peninsula Conflict Resolution Center, for the implementation of the Communities in Schools student support model in the Jefferson Elementary School District.

                     On September 15, 2020, the Board of Supervisors approved district-discretionary Measure K funding in the amount of $18,000 to the Peninsula Conflict Resolution Center, to engage community residents regarding experiences with racial inequity. 

 

Camp Unity is a Polynesian Pacific Islander-inspired summer enrichment program that was founded in 2011 to serve the San Francisco Bay Area, with a primary focus on North San Mateo County. To date, the program has served over 8,000 students and families. Camp Unity provides creative and culturally rich learning experiences (focused on Pacific Islander culture, language, and heritage) that promote participants’ academic advancement. 

 

Camp Unity is a free program. Students served are mostly from lower-income families and are free and reduced lunch recipients.

 

Camp Unity’s Summer 2023 participants will be primarily students throughout North San Mateo County (with five percent of participants traveling from South San Mateo County). Camp Unity serves students of all ethnic/racial backgrounds, and has participants from many ethnic/racial backgrounds (including but not limited to Pacific Islander, Mexican, Russian, and African American).

 

Camp Unity expects to serve approximately 200 San Mateo County lower-income students in Summer 2023.

 

The Peninsula Conflict Resolution Center would use Measure K funds to pay for facilities rental fees for Camp Unity to rent a facility in Daly City from the Jefferson Elementary School District The site rental fee with Jefferson Elementary School District is $5000 per week and Camp Unity requires the site for 6 weeks, which would total $30,000.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
