BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: the proposed grant, if approved, would be the second grant of district-discretionary funding to the same organization within the current FY 21-23 budget cycle. The exception from the criteria is necessary in this instance because of the increased needs of isolated populations due to the winter storm damage to roads and residents’ ability to access resources.

PROJECT SUMMARY:

This is a request to authorize a grant to Puente de la Costa Sur (“Puente”), and resulting grant agreement, in an amount not to exceed $50,000, to provide for its mobile laundry and 60+ Connection and Wellbeing programs. The County Executive’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     On June 26, 2018, the Board of Supervisors approved district-specific Measure K funding, in the amount of $45,010, to support clinical services and enrichment programs on the South Coast.

                     On February 22, 2022, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $50,000, to purchase and distribute rain gear to farmworkers. (While this was a District 3 recommendation, the grant was sponsored by the prior Supervisor of District 3, Don Horsley.)

Puente de la Costa Sur is a core service agency that fosters wellness and prosperity in the communities of Pescadero, La Honda, Loma Mar, and San Gregorio through increasing access to education, health, and economic security. The free community mobile laundry program provides free weekly laundry service to farmworkers and low-income families in the south coast, serving about 15 families each week. This need was identified during the 2019 Pescadero Town Planning Process and is being implemented as a collaborative partnership between La Honda-Pescadero Unified School District, Project WeHope and Puente.  Puente has insufficient funding to keep operating the mobile laundry beyond August 31, 2023.  This Measure K grant will enable Puente to operate the mobile laundry for an additional four months, from September 1, 2023 through December 31, 2023. 

Puente’s 60+ Connection and Wellbeing program was started in spring 2021 and serves older adults who live on the rural, remote south coast and face challenges including lack of transportation, social isolation, fixed low incomes, and limited access to food and health care. This Measure K grant would enable Puente to add enhanced services in the form of field trips and grocery gift cards within its 60+ Connection and Wellbeing program. Puente received feedback from the Seniors Advisory Committee, which is made up of community members from Pescadero, La Honda, Loma Mar and San Gregorio, that these are unmet needs. The grant will provide for museum and park admission fees, the cost of a chartered bus, and lunch for older adult participants.

60+ Connection and Wellbeing participant feedback has indicated a need for grocery gift cards because most participants have no family support in the area and are living on low fixed incomes, or no income at all. Puente provides grocery gift cards to older adults who have transportation and are able to go to grocery stores on their own, to encourage older adults’ independence and self-sufficiency, which is an essential component of addressing isolationism and older adult mental health needs.  Puente purchases and provides groceries directly to older adult participants who do not have access to transportation or who have health or mobility issues preventing them from going to grocery stores independently. Eligibility for the grocery-related benefits of this program is based on an intake form, home visit, budget tool, and a strength and needs assessment. While there are hundreds of seniors at risk of food insecurity and isolation in the south coast, only those at greatest risk of food insecurity who have access to a vehicle are provided with grocery gift cards.

Puente will use Measure K funds to support the basic needs of very low-income families and seniors in the south coast, as noted above.  Puente has been informed that this is a one-time grant and not recurring, and that Puente will need to find other sources of funding going forward.

The budget for these two programs is indicated below.
