BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to the City of Belmont, and resulting grant agreement, in an amount not to exceed $50,000, to provide a crossing guard to serve students traveling along Alameda de las Pulgas. The County Executive’s Office will administer and manage the proposed agreement.

 

The routes between San Carlos Avenue and Alameda de las Pulgas from Dartmouth Avenue and Ralston Avenue have been the subject of various multi-jurisdictional committees looking at traffic solutions for the pedestrian, bicycle, and vehicular circulation issues in the area, which is particularly problematic for pedestrians and bicyclists due to the heavy congestion during school pick up and drop off times of the six schools located along the corridor, and unsafe drivers. While the schools have worked to stagger arrival/dismissal times, hundreds of students enter and exit campuses along San Carlos Avenue/Alameda de las Pulgas between Dartmouth Avenue and Ralston Avenue during certain times of the day.

 

In 2016, the Alameda de las Pulgas/San Carlos Avenue Corridor Study was approved by the cities of Belmont and San Carlos and endorsed by San Carlos School District and Sequoia Union High School District. In 2022, the four partnering agencies received $3.5 million in state funding to execute on the recommendations to improve safety and circulation on this corridor. The specific recommendations include roundabouts, improved signals, traffic flow adjustments by looking at transit and school time schedules and increasing crossing guard presence.

 

San Carlos School District currently provides two crossing guards and is adding a third at the corner of San Carlos Avenue and Dartmouth Avenue to significantly increase the students’ safety as they travel to and from school in the morning and afternoon. Conditions along the corridor are additionally exacerbated by the traffic at Belmont schools: Carlmont High School, Immaculate Heart of Mary School, and Charles Armstrong School.

 

The City of Belmont would use the Measure K funds to hire a crossing guard to be present at Carlmont High School during school start and end times for academic year 2023-24 as a pilot program and to evaluate the effectiveness of the program to inform whether it should be implemented permanently.

 

The grantee has been informed that Measure K grants are one-time and not recurring, so that grantee will need to find other sources of funding for recurring expenses.

Total Measure K Request: Not to Exceed $50,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
