BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 5 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a grant to the Town of Colma (“Town”), and the resulting grant agreement, in an amount not to exceed $120,000, to assist in funding the electric vehicle charging infrastructure portion of the installation of the Colma Community Center EV Charging Station Project. The County Executive’s Office will administer and manage the proposed agreement.

 

The Town is requesting a district specific grant to assist in funding the required infrastructure and equipment for electric vehicle charging stations located at the Colma Community Center. This electric vehicle (EV) charging infrastructure package will benefit the Town and the broader San Mateo County region by providing easy access to EV charging which will result in reduced greenhouse gas emissions.

 

Key to the Town’s 2023-2025 Strategic Plan is a goal of reducing greenhouse gases and promoting sustainability programs. The City Council prioritizes programs like providing electrical charging stations for the growing population of EV owners. The City Council adopted a Climate Action Plan (CAP) in 2013 to reduce greenhouse gas (GHG) emissions to meet AB 32 GHG reduction targets and began implementing CAP programs soon thereafter. In 2019, the Town adopted a CAP 2030 Update that included expanding electric vehicle charging infrastructure and electrification as top priorities to meet SB’s 32 GHG reduction target of 49% below 2005 levels by 2030. The Town’s 2030 CAP update calls for implementing GHG reduction strategies which include EV charging infrastructure, electrification and several other sustainability programs.  

The use of electrical vehicles is growing rapidly within the County, and the grant funds will provide the Town the ability to increase their EV Charging inventory to the growing population of EV Owners who live in Colma and those who travel to and from Colma. The location of the proposed charging stations will be easily accessible from one of Colma’s main throughfares for ease of use to stop and charge vehicles.  The proposed chargers will be universally compatible with all EV car models. Additional community benefits include reduced air pollution and reduced GHG emissions for not only the Town, but the entire region. This is significant since GHGs from transportation are the largest source of emissions for Colma as well as the entire San Mateo County region.  The Colma Community Center EV Charging Station Project is anticipated to be completed by December 2023.

 

Total Measure K Request: Not to Exceed $120,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
