BACKGROUND:

For over 20 years, Behavioral Health and Recovery Services (BHRS) have contracted with The Latino Commission (TLC) for outpatient and residential substance use disorder treatment and recovery services and transitional housing services. These services include assessment, recovery or treatment planning, individual and group counseling, and case management. 

 

In April 2016, the California Department of Health Care Services (DHCS) and the Federal Government approved the Drug Medi-Cal Organized Delivery System (DMC-ODS) waiver for substance use disorder treatment services.

 

In March 2017, TLC began providing services under the DMC-ODS waiver, which allowed TLC and other providers to bill for many more services than they were previously able to.

 

In November 2021, this Board approved an agreement with TLC to provide substance use disorder treatment services for July 1, 2021, through June 30, 2022, in an amount not to exceed $1,146,037.

 

In September 2022, this Board approved an amendment to the agreement with TLC, extending the term through June 30, 2023, and increasing the maximum by $1,250,212 to a new not to exceed the amount of $2,396,249.

 

DISCUSSION:

Through this amendment, TLC continues to provide expanded outpatient and residential substance use disorder treatment services for men, women, and young mothers with children through the DMC-ODS waiver. Services include assessment, recovery or treatment planning, psycho-education, process and support groups, individual counseling, case management, and financial coaching. In addition, TLC provides Trauma-Informed Co-Occurring Prevention Services for Youth, previously known as Seeking Safety. Services target Coastside Latino youth and transition-age youth ages 15-25 from bicultural, bilingual Spanish-speaking families with a history of trauma, poverty, and disparity.

 

BHRS will release an RFP for the selection of outpatient and residential substance use disorder treatment service providers in Fall 2023. A nine-month extension would provide the additional time for the RFP process to be completed and allow TLC to continue providing services throughout the proposed extension of the contract term.

 

The resolution contains the County’s standard provisions allowing amendments to the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by County Attorney as to form.

 

Successful treatment discharge occurs when a program participant completes his/her treatment/recovery plan or when a participant is transferred to the next appropriate level of care. It is anticipated that 78% of program participants will achieve a successful treatment discharge.

FISCAL IMPACT:

The new term of the agreement is July 1, 2021, through March 31, 2024. The amendment increases the agreement amount of $2,396,249 by $911,873 to a new maximum of $3,308,122 for the 33-month term. Of the increase, Federal Financial Participation will fund $246,539; Substance Abuse Block Grant will fund $227,810; 2011 Realignment will fund $97,087; Mental Health Services Act will fund $23,870; AB 109 will fund $5,941, and Net County Cost will fund the remaining $310,626. The maximum for FY 2023-24 is $911,873, which is included in the BHRS FY 2022-23 Recommended Budget.
