BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 5 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a grant to the City of Daly City (“City”) and the resulting grant agreement, in an amount not to exceed $148,176, to support the installation of automated external defibrillators and provide associated training. The County Executive’s Office will administer and manage the proposed agreement.

 

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     On August 7, 2018, the Board approved a district-discretionary Measure K funds, in the amount of $80,922, for replacement of the floor at the Lincoln Park Community Center.

                     On May 14, 2019, the Board approved district-discretionary Measure K funds, in the amount of $926,000, for Gellert Park improvements.

 

According to the American Red Cross, an AED, or automated external defibrillator, is used to help those experiencing sudden cardiac arrest (SCA). It is a sophisticated, yet easy-to-use, medical device that can analyze the heart's rhythm and, if necessary, deliver an electrical shock, or defibrillation, to help the heart re-establish an effective rhythm. Statistics published by Cintas indicate that 350,000 out-of-hospital SCAs occur annually, 90% of which result in fatalities.

 

The City is prioritizing the safety of its community members and staff by installing 36 automated external defibrillators (AEDs) in its public facilities citywide. Access to AEDs in public places improve the chances of survival from SCA.

 

The City is entering into a 60-month contract with Cintas. Each AED unit will cost $109/month to rent, which includes maintenance. The total contract for the AED units is $235,440.

 

Training is another necessary component to implement this program citywide. Each training session for 13-24 participants costs $2,160. The City plans to provide roughly 25 sessions to train approximately 265 employees.

 

The total budget for this project is $235,440, and the City is requesting $148,176 in Measure K funding.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
