BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 5 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a grant to Peninsula Family Service, and resulting grant agreement, in an amount not to exceed $118,000, to expand the scope of the Got Wheels! transportation program for older adults. The County Executive’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

1.                     On November 7, 2017, the Board of Supervisors approved district-discretionary Measure K funding in the amount of $1,500, to Peninsula Family Services to be a financial co-sponsor for the San Mateo County Summit on Age-Friendly Cities.

2.                     On November 21, 2017, the Board of Supervisors approved district-discretionary Measure K funding in the amount of $45,540, to Peninsula Family Service, for replacing the flooring of the Early Learning Center

3.                     On April 23, 2019, the Board of Supervisors approved district-discretionary Measure K funding in the amount of $100,000, to Peninsula Family Service, for subsidized taxi rides for Daly City seniors

4.                     On May 19, 2020, the Board of Supervisors approved district-discretionary Measure K funding in the amount of $100,000, to Peninsula Family Service, to provide on-demand transportation to Daly City, Colma, and Brisbane seniors

 

The mission of Peninsula Family Service (PFS) is to strengthen local communities by providing children, families, and older adults the support and tools to realize their full potential and lead healthy, stable lives. With 17 locations across San Mateo, San Benito, Santa Clara, and Santa Cruz Counties, PFS reaches roughly 10,000 children, families, individuals, and older adults from underserved communities each year. Multi-generational services span across four areas: Early Learning, Financial Empowerment, Employment Services, and Older Adult Services.

 

PFS requests Measure K funds to support its Got Wheels! transportation program for older adults. Established in 2019, this high-demand program currently provides older adults (70+ years of age) with a membership card that allows them to schedule rides to 12 cities within San Mateo County (Daly City, Colma, Brisbane, South San Francisco, San Bruno, Millbrae, Burlingame, Hillsborough, Half Moon Bay, Montara, Moss Beach, and El Granada) as well as to SFO Airport. Rides can be scheduled in advance or on-demand, 24 hours a day, seven days a week. Each participant can take up to six one-way trips or three round trips for just $5.00 per one-way ride through PFS’s partnering service, Serra Yellow Cab. Got Wheels! has 400 total members, with 40% of members residing in Daly City. Over the past year, PFS has provided 3,282 rides to older adults in San Mateo County, many of whom require special accommodations such as wheelchair lifts. The service has been especially valuable during the pandemic.  For instance, PFS was able to provide rides for drive-through COVID-19 vaccination through the Got Wheels! program.

 

While discounted public rides via SamTrans are readily available, people who do not or cannot drive and make “middle income” are ineligible for public assistance; however, they cannot afford on-demand private transportation. Unlike Uber and Lyft, Got Wheels! delivers rides a phone call away. Members do not need to deal with intimidating technology via their cellphones or similar devices-a common barrier for older adults.

 

PFS has 100 individuals on the waiting list spanning across eight cities: Burlingame, Millbrae, Daly City, South San Francisco, Half Moon Bay, Hillsborough, San Bruno, and Moss Beach. The demand for this service far exceeds PFS’s current capacity. In addition, members constantly urge Got Wheels! to expand beyond the 12-city area. For example, several Half Moon Bay residents receive medical care at Kaiser Permanente in Redwood City. Additionally, many north-central residents go to San Mateo Mills Hospital. Neither San Mateo nor Redwood City is currently in PFS’s service area.

 

Got Wheels! is currently funded through Caltrans’ Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities program. With additional philanthropic investments, including Measure K funds, the goal is to expand the scope of this program by increasing the number of older adults served and expanding the geographic area that PFS serves to other cities within San Mateo County, maximizing participants’ ability to access affordable rides to a variety of locations. Measure K funds would be used to support PFS’s expanded services through June 2024.

 

Total Measure K Request: Not to Exceed $118,000

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
