BACKGROUND:

San Mateo Consolidated Fire Hazardous Materials Response Team (“Hazmat Team”) provides emergency response services to all cities in the county through an agreement with the Emergency Services Council and the County of San Mateo. California Health and Safety Code section 25500 et seq. requires both the cities and the County to have an emergency response protocol plan to mitigate and clean up hazardous material events. The Hazmat Team has been active in San Mateo County since 1984.

 

Federal and State regulations mandate training and staffing requirements for hazardous materials response services. The current Hazmat Team is highly trained, meets the requirements, and is considered a “Type II Team” by the State Office of Emergency Services, allowing participation in the State Master Mutual Aid Agreement.

 

The Hazmat Team works closely with San Mateo County Environmental Health to provide on scene chemical analysis and consultation assistance.

 

DISCUSSION:

The Emergency Services Council (“ESC”) and the San Mateo Consolidated Fire Department have approved the agreement and budget. The new agreement continues to ensure the highest level and stability of services from July 1, 2023, through June 30, 2026, and incorporates the same elements as the previous agreement with the Hazardous Materials Team.

 

These services include bringing the San Mateo Consolidated Fire Department into the annual ESC budget approval process for the establishment of their annual budget, ensuring a high-level participation with Department of Emergency Management (“DEM”) and the ESC.

 

This agreement covers the cost of personnel services, equipment such as personal protective equipment (“PPE”), tools and monitors, and training for members of the Hazmat Team. The cost also includes a tiered incentive based on availability and other applicable costs such as retirement, workers compensation, and Medicare for the Hazmat Team members.

 

The FY 2022-23 was a one-year contract for $745,256. The three-year agreement for FY 2023-2026 will increase by 5% on July 1, 2023, 4.5% on July 1, 2024, and 4% on July 1, 2025. 

 

FISCAL IMPACT:

The agreement with San Mateo Consolidated Fire Department is for the term of July 1, 2023, through June 30, 2026, in an amount not to exceed $2,573,400. This agreement is funded through the DEM-JPA member agencies, and the County. The Net County Cost is $1,286,700. Funding for this agreement has been included in the JPA FY 2023-24 recommended budget.
