Adopt a resolution authorizing the acceptance of a grant award from the California Department of Public Health California Immunization program for the term of July 1, 2022, through June 30, 2027 in an amount not to exceed $2,242,684 and authorizing the Chief of San Mateo County Health or their designee to execute the agreement.

BACKGROUND:
The California Department of Public Health California Immunization Branch (CDPHIZB) provides funding to local health departments to ensure immunization program management, service delivery, population assessment, surveillance and outbreak control, provider quality assurance, consumer information, immunization data tracking, and vaccine management. CDPHIZB has funded the San Mateo County Immunization Program for more than 20 years to provide outreach and education to the community and healthcare practitioners regarding the importance of complete and timely administration of vaccines as recommended by the Center for Disease Control.
DISCUSSION:
The San Mateo County Immunization Program is within Family Health Services (FHS). Two FHS and one Public Health Policy and Planning positions are partially funded by the CDPHIZB program to support immunization-related activities, including:
• Outreach and education to schools and childcare centers about the importance of immunizations and access to childhood vaccines
• Participation in the California Automated Immunization Registry (CAIR).
• Technical assistance and training for pediatricians and other providers of vaccines regarding immunization guidance, CAIR, and myCAVax accounts
• Vaccine management, including ordering, receiving, and distributing vaccines to partners
• Reviewing and assessing Child Health and Disability Program (CHDP) providers
• Continuing the perinatal hepatitis B prevention project.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
This agreement is going to this Board late due to prolonged budget discussions
with the California Department of Public Health.
To minimize funding delays, FHS seeks this Board’s authorization for the Chief of San Mateo County Health or their designee to sign the agreement in lieu of this Board.
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
It is anticipated that over the next two years, approximately 1,210 vaccines will be administered to equity target populations (i.e., Black/African American, Latinx, and Native Hawaiian/Pacific Islander populations) at community-based pop-up clinics.

FISCAL IMPACT:
The term of the grant agreement is July 1, 2022, through June 30, 2027. The amount of the CDPHIZ Program funding for the five-year term is $2,242,684. Since FHS is the recipient of these grant funds, there is no Net County Cost. Revenues and expenditures for this Grant Award in the amount of $262,929 have been included in the FHS FY 2023-24 Recommended Budget. Similar arrangements will be made for future years.
