BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: the proposed grant, if approved, would be the third grant of district-discretionary funding to the same organization with the current budget cycle. The exception from the criteria is necessary in this instance because the soon-to-be released 2023 Silicon Valley Latino Report Card reflects that progress in education remains incremental for Latino students, prior improvements among 3rd and 8th grade test scores for Latino students now show declines, the achievement gap between Latino and non-Latino students is not closing, and more work is needed to improve these metrics.
PROJECT SUMMARY:
This is a request to authorize a grant to Hispanic Foundation of Silicon Valley (HFSV) and resulting grant agreement in an amount not to exceed $100,000 to support Hispanic Foundation College Success programming within San Mateo County. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On September 17, 2019, the Board of Supervisors approved district-discretionary Measure K funding for Hispanic Foundation of Silicon Valley in the amount of $50,000 for STEM-related programming and parent engagement classes for students attending the Ravenswood and Redwood City School Districts.
• On June 23, 2020, the Board of Supervisors approved district-discretionary Measure K funding for Hispanic Foundation of Silicon Valley in the amount of $50,000 to assist in the transition of their educational excellence programming and services to an online platform during the COVID-19 pandemic and beyond.
• On July 13, 2021, the Board of Supervisors approved district-discretionary Measure K funding for Hispanic Foundation of Silicon Valley in the amount of $75,000 to assist in the transition of their educational excellence virtual programming for middle and high school students and their parents beyond the COVID-19 pandemic.
• On June 28, 2022, the Board of Supervisors approved district-discretionary Measure K funding for Hispanic Foundation of Silicon Valley in the amount of $100,000 to support Hispanic Foundation College Success programming within San Mateo County, with an exception to allow repeat funding in the same budget cycle.
HFSV’s mission is for educational excellence, leadership development, and convening and engaging the Hispanic community to improve the quality of life for Latinos in the Silicon Valley region. Their aim is to disrupt barriers that have kept the Hispanic community at the margins of the technology industry.
At the heart of HFSV’s “cradle to career” strategy is their educational excellence initiative known as Hispanic Foundation College Success Center (HFCSC) which serves as a one-stop hub for students and their families in achieving educational excellence and college readiness.
Specifically, this $100,000 Measure K district-discretionary grant will be used for programming in HFSV’s College Success Program for both students and parents, with a goal of reaching over 500 individuals during the 2023-24 school year. Coursework provided will include parent education programs such as Aprendizaje Digital (Digital Literacy), Elevate Math, Girls Who Code, and Quetzal Mama: College Readiness Workshops. All programs are free to students and their parents. HFSV works with schools and families who attend San Mateo County schools that are Title 1 and/or have a high percentage of the population that qualifies for free and reduced lunch.
Total Measure K Request: Not to Exceed $100,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
