BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

This is a request to authorize a transfer of funds from Non-Departmental Services to the Office of Arts and Culture, in an amount not to exceed $50,000, to fund the design and installation of public art at the San Mateo County Navigation Center, located at 275 Blomquist Street in Redwood City.

District-discretionary Measure K funding for the Office of Arts and Culture has previously been provided as listed below: 

                     On July 26, 2022, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $60,000, from Non-Departmental Services to the San Mateo County Office of Arts and Culture for the Healthy Community Mural in North Fair Oaks.

 

                     On March 28, 2023, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $25,000, from Non-Departmental Services to the San Mateo County Office of Arts and Culture for the Causeway Mural Project in Redwood City.

 

                     On April 11, 2023, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $20,000, from Non-Departmental Services to the San Mateo County Office of Arts and Culture for the Healthy Community Mural in North Fair Oaks.

 

The Navigation Center Art project is a collaboration to bring public art to the County and City of Redwood City. Located at the newly constructed San Mateo County Navigation Center, the art will enhance and enrich the built and landscaped environment. The selected artist(s) or artist team(s) will provide renderings or images of the proposed art prior to installation.

A Navigation Center Art committee will be established that includes, among others, the Executive Director of the San Mateo County Office of Arts and Culture, San Mateo County Arts Commissioner(s), and others selected by the Executive Director of the Office of Arts and Culture.  The Committee will open the call for artists to all artists or artists teams living in the nine Bay Area counties.

This request for $50,000 in Measure K district-discretionary funds will help fund the completion of the San Mateo County Navigation Center public art project.

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
