BACKGROUND:

The County’s Message Switch System (MSS) provides access to local, state, and federal databases to law enforcement agencies in San Mateo County, to include warrants, missing and/or wanted persons, and stolen vehicles. Local law enforcement agencies connect via a system known as LawNet. The complexity of LawNet requires 24-hour a day, seven days a week monitoring, support and upgrades to ensure continuity of operation.

 

DISCUSSION:

LawNet is a mission critical system which provides data interoperability between law enforcement agencies within the County. Failure or a prolonged outage would compromise the delivery of public safety services for law enforcement response throughout the County of San Mateo.

 

Due to the complex nature of the services provided and the fact that TEA is the sole source provider for these services and has been for more than 35 years, TEA is the one reasonable and practicable source for the required service.

 

The County Attorney has reviewed and approved the resolution and agreement as to form.

FISCAL IMPACT:

The funding for this agreement has been included in the FY 2023-24 Recommended Budget for the Message Switch, which is funded by sharing cost between the users of the Message Switch system. There is no Net County Cost.
