BACKGROUND:
In December 2020, the County of San Mateo acquired a 74-unit building in Redwood City that was formerly the Pacific Inn Hotel.

In November 2020, the Human Services Agency (HSA) and the Department of Housing (DOH) collaborated to issue a Request for Offers, as a follow-up to a Request for Proposals for Homeless Shelter Operations from a prior year, given the need to identify an organization quickly to operate this new Homekey-funded shelter (Pacific Shelter). Samaritan House was selected based on their experience and overall program approach, as outlined in the RFP evaluation criteria.

On February 24, 2021, DOH entered into an agreement with Samaritan House to provide homeless shelter services at the Pacific Shelter for the term of January 1, 2021 through June 30, 2022, for a total obligation amount of $2,760,000. Under this agreement, Samaritan House provided safe temporary living accommodations and intensive on-site support services - including housing-focused case management, service linkages, and facilities operations - to assist adult households experiencing homelessness with finding and moving into permanent housing. The DOH agreement with Samaritan House was amended to extend the term of the contract with Samaritan House through December 31, 2022.
