BACKGROUND:

In 2014, the County of San Mateo developed a unified reentry plan to enhance the continuum of care between in-custody and post-custody services and programs among moderate to high-risk individuals by enhancing case management, leveraging validated risk and needs assessment tools, and adopting evidence-based practices. The overarching collaborative goals are to lower the recidivism rate and provide treatment and resources to address underlying criminogenic behavior.

 

On July 7, 2020 through Resolution No. 077575, this Board authorized the execution of an Agreement with LifeMoves for motel vouchers and shelter services for a term of July 1, 2020 to June 30, 2023 for the total obligation amount not to exceed $1,956,000.00.

 

DISCUSSION:

The parties wish to amend the agreement to increase the funding by $1,377,084.80 for a revised not to exceed amount of $3,333,084.80 and extend the term by two (2) years for a revised term of July 1, 2020 through June 30, 2025.  The amendment will allow LifeMoves to continue to provide motel voucher service and shelter services to clients who were formerly incarcerated as they are working towards self-sufficiency. Having access to emergency housing allows individuals focus on employment training and seek employment opportunities rather than engage in criminogenic behavior. Emergency housing is a stepping stone towards housing stability, as the individuals participating in the Motel Voucher Program are required to engage with CORE service agencies for housing assessments.

 

The amendment has been reviewed and approved by County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 in aggregate.

 

This program is expected to serve approximately 300 unduplicated individuals each fiscal year. It is anticipated that 70% of the individuals engaged in shelter services will be referred to long term housing programs. Additionally, it is anticipated that 100% of the individuals issued a referral will receive a motel voucher the same day.

FISCAL IMPACT:

The amendment extends the term of the agreement for an additional two-years until June 30, 2025. This amendment also adds additional funds of $1,377,084.80 for a new not to exceed amount of $3,333,084.80. Funding is estimated as $752,000 AB109 Realignment funding and $625,084.80 Net County Cost. Appropriation was included in the FY 2022-23 Recommended Budget and will be included in the FY 2023-25 Recommended Budgets.
