BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a grant to ReEvolution, and resulting grant agreement, in an amount not to exceed $11,000, to launch a bi-monthly support group for the families of youth in detention, create a garden project, and support the transportation costs of families with youth in detention. The County Executive’s Office will administer and manage the proposed agreement.

ReEvolution provides practical support to youth in juvenile detention facilities as well as their families in order to help them navigate a difficult time and reduce the risk of incarceration and recidivism.  ReEvolution finds that often, families with youth in detention facilities face barriers including a language barrier and unfamiliarity with the American criminal and legal system. ReEvolution intends to use Measure K funds to launch a bi-monthly support group for the families of youth in detention at the Youth Services Center in order to help families navigate the experience of having a youth in detention.

Another challenge that families of youth in juvenile detention facilities face is lacking the ability and means to (1) visit their youth at the Youth Services Center, and/or (2) fulfill their responsibility to transport their detained youth to places where youth are obligated to go, such as the Superior Court or community programs.  These challenges may arise because families either do not have a car, or parents cannot take time off work to transport the youth. Moreover, SamTrans bus service to the Youth Services Center was suspended in 2022, and there are no plans for that service to be restored.

Transportation services will be provided to youth and families to get to and from the Youth Services Center or court-ordered services or programs. Referrals for transportation services will be accepted from the Private Defender Program, juvenile court, Probation department, Children and Family Services, Behavioral Health and Recovery Services, Hillcrest School (County Office of Education), and the Juvenile Justice & Delinquency Prevention Commission. All juvenile justice system-impacted youth and families who do not have access to transportation to and from the Youth Services Center or court-ordered programs and services will be eligible for transportation services. ReEvolution will prearrange the following modes of transportation: Uber via app, Lyft via app, ReEvolution staff, Bird and other Shared Mobility usage fees (Electronic Bike or Scooter), and taxi services. In the event of an emergency where ReEvolution has not prearranged transportation, eligible transportation expenses will be reimbursed using established transportation rates. Transportation costs will be calculated per trip using the following: Google Maps to determine the exact distance and mileage per trip, actual cost as demonstrated by Uber, Lyft, taxi, or shared mobility receipt, and standard IRS mileage rate.

The Garden Project will create three distinct gardens and a small orchard at the San Mateo County Juvenile Hall at the Youth Services Center and replace chickens that were lost during the storms earlier this year. Detained youth will assist in composting, planting, weeding, pruning, and harvesting as part of the Garden Project. Grantee intends for the project to promote detained youth’s improved physical and mental health through reinforcing healthy eating and nutrition, as well as providing important domestic and vocational skills, and providing means through which youth can practice positive coping skills, patience, delayed gratification, personal accountability, and build resilience and self-esteem.

This Measure K funding would specifically pay for:

Rental space, on-site childcare for participants, language interpretation services, and refreshments for bi-monthly support group meetings: $5,000

Transportation costs of family members to visit their youth at the Youth Services Center and transportation costs of youth to attend various Youth Services Center-approved appointments outside the Youth Services Center: $5,000

Garden Project supplies, seeds, plants, fruits, and chickens: $1,000

There would be no labor costs; all sourcing would be performed by experienced volunteers (leading youth in the Garden Project) and all funds would go toward the services described. No other community partners are anticipated. There are no other funding sources.

Total Measure K Request: Not to Exceed $11,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
