Adopt a resolution authorizing an amendment to the agreement with Puente de la Costa Sur for Project SUCCESS services and Trauma-Informed Co-Occurring Prevention Services, increasing the amount by $263,274 to an amount not to exceed $965,338 and extending the term by nine months through March 31, 2024.

BACKGROUND:
In April 2015, Behavioral Health and Recovery Services (BHRS) released a Request for Proposals (RFP) for Prevention and Early Intervention (PEI) services for youth, delivered in a non-traditional behavioral health setting, using the Project SUCCESS and Seeking Safety service models. Puente de la Costa Sur (Puente) responded with a proposal that was selected for the provision of these services.
In September 2019, BHRS released an RFP for Trauma-Informed Co-Occurring Prevention Services for Youth, previously known as MBSAT. Puente was one of four providers that responded and was selected to provide these services.
In November 2021, this Board approved an agreement with Puente for Project SUCCESS services and Trauma-Informed Co-Occurring Prevention Services for Youth, in the amount of $335,771, for the term of July 1, 2021, through June 30, 2022.
In July 2022, this Board designated the Chief of San Mateo County Health or designee authority to approve a Cost-of-Living Adjustment amendment and extend the term through June 30, 2023, increasing the amount by $366,293, for a total amount not to exceed $702,064.
DISCUSSION:
Through the Project SUCCESS service model, Puente prevents and reduces substance use and abuse and associated behavioral health issues among high-risk, multi-problem youth ages nine to eighteen. The early intervention services operate in communities with many underserved populations, focusing on middle and high-school-aged students. Through Trauma-Informed Co-Occurring Prevention Services for Youth, Puente targets youth and transitional age youth ages 15-25 who are at the greatest risk for adverse childhood experiences (ACE). Nearly 50% of American children have experienced at least one ACE, with children of color and children who grow up in poverty showing the most significant risk for ACEs.
BHRS will release an RFP for PEI services in Winter 2023. A nine-month term extension to this agreement will provide additional time for the RFP process to be completed and allow Puente to continue providing services throughout the proposed extension of the contract term.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The amendment and resolution have been reviewed and approved by the County Attorney as to form.
Puente provides a range of services to promote wellness and recovery and support a reduction in co-occurring mental health substance abuse and trauma-related symptoms in at-risk youth. It is anticipated that 76% of clients will show an increase in coping skills after participating in Project SUCCESS.

FISCAL IMPACT:
The term of the amended agreement is July 1, 2021, through March 31, 2024. The amount of the amended agreement is not to exceed $965,338 for the 33-month term. It is anticipated that 100% or $263,274 will be funded by the Mental Health Services Act.
