BACKGROUND:

The San Mateo County Energy Watch (SMCEW) program helps reduce greenhouse gas emissions that cause climate change by assisting local governments, special districts, K-12 public schools, and small businesses in San Mateo County in pursuing energy efficiency and electrification projects by providing coordination, outreach, referrals, energy reports, and educational resources. It also provides funding for the Regionally Integrated Climate Action Planning Support initiative. The SMCEW program is a Local Government Partnership (LGP) program funded by Pacific Gas and Electric Company (PG&E) under the auspices of the California Public Utilities Commission, funded by ratepayers. In San Mateo County, PG&E has contracted with the City/County Association of Governments of San Mateo County (C/CAG) to implement SMCEW, the LGP in San Mateo County, since 2008.

 

Since the beginning of the partnership, PG&E has contracted with C/CAG, and C/CAG has contracted with the County, to administer the SMCEW program for multiple successive program cycles, typically between one to three years each. The term of the current program cycle is July 1, 2020 through July 31, 2023. On June 23, 2020, this Board authorized C/CAG’s contract with the County (Resolution No. 077492) for $476,980 for the program cycle beginning July 1, 2020 and ending July 31, 2023.

 

On November 9, 2021, this Board authorized Amendment 1 to the original contract (Resolution No. 078511), which amended the agreement to increase program funding by $405,620 to an amount not to exceed $882,600. This enabled the County to continue to contract directly with consultants, contractors, and vendors to provide services for the SMCEW program and subsequently submit invoices to C/CAG for reimbursement.

 

DISCUSSION:

On January 12, 2023, PG&E executed an agreement with C/CAG to extend the end date of the program cycle to December 31, 2025 and add $1,813,000. Correspondingly, C/CAG would like to amend the contract with the County to extend the end date to December 31, 2025 and add $1,763,000 for a new total not to exceed $2,645,600. This funding will reimburse the County for staff time to administer the SMCEW program through December 31, 2025, as well as pay invoices from consultants, contractors, and vendors providing services for the SMCEW program. C/CAG will retain $50,000 to cover staff expenses related to the program.

 

The County Attorney’s Office has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

This amendment extends the term of the agreement to December 31, 2025 and increases the contract amount by $1,763,000 resulting with a new not to exceed amount of $2,645,600. The program will use rollover funds from FY 2022-23 in the amount of $141,248. In addition, funding in the amount of $1,423,891 has been included in the Office of Sustainability FY 2023-24 Recommended Level Budget and $1,080,461 is planned for the FY 2024-25 budget.

 

There is no Net County Cost associated with the agreement.
