BACKGROUND:

Founded in 1987, LifeMoves provides a comprehensive, coordinated network of housing and social services for the Peninsula’s homeless residents. LifeMoves was initiated by broad-based community response to the plight of homeless families and single adults and is a model of community involvement. LifeMoves has become a principal provider of housing and support for homeless families and individuals living on the Peninsula. Behavioral Health and Recovery Services (BHRS) has contracted with LifeMoves since 2003.

 

DISCUSSION:

LifeMoves provides shelter beds for BHRS clients with mental health and co-occurring substance use disorders who are at risk of homelessness. Should additional transitional beds be available, BHRS has the option to purchase these beds on an as-needed basis. LifeMoves also provides beds for referrals from San Mateo Medical Center (SMMC) as a cost-efficient alternative to using costlier emergency services (e.g., Psychiatric Emergency Service and hospital inpatient administrative days). 

 

LifeMoves clients may receive case management services, including an initial assessment of financial resources, job skills and opportunities, and referrals to other service providers as needed.

 

This agreement specifically provides short-term shelter beds for individuals who are homeless at San Mateo County’s Navigation Center, which opened in April 2023. The Navigation Center provides 240 safe temporary living spaces, which are essential for addressing the immediate need for emergency shelter services. LifeMoves has extensive experience providing shelter services like the services being rendered in this agreement and was recently selected via an RFP to deliver non-congregate homeless services at the Navigation Center. Additionally, under the Administrative Memorandum B-1, agreements providing housing services and related supports are exempt from the requirement for a Request for Proposals process.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

BHRS and SMMC provide a range of services to promote wellness and recovery and support consumers remaining in the lowest possible level of care. It is anticipated that 95% of clients will accept and/or engage in case management services.

FISCAL IMPACT:

The term of the agreement is July 1, 2023, through June 30, 2025. The amount of the agreement is not to exceed $733,090 for the two-year term. 

 

Not to exceed the amount for BHRS is $417,386. Funds in the amount of $208,944 are included in the BHRS FY 2023-24 Recommended Budget. Of that amount, the Mental Health Services Act will fund $125,718. The Net County Cost will be $83,226.

 

The not to exceed the amount for SMMC is $315,704. Funds in the amount of $158,068 are included in the SMMC FY 2023-24 Recommended Budget. Expenses at SMMC are covered by fees for services or third-party payors whenever possible. Expenses for services provided to the medically indigent or those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC and are within the existing annual appropriation.

 

Similar arrangements will be in place for FY 2024-25.
