BACKGROUND:
The Community Based Transportation Plan
The Community Based Transportation Plan (CBTP or Plan) process is funded by the Metropolitan Transportation Commission and led by C/CAG. The purpose of the CBTP is to identify local transportation needs and gaps and improve mobility and safety for disproportionately impacted census tracts, known as “Equity Priority Communities,” (formerly called “Communities of Concern”) in Southeast San Mateo County.
DISCUSSION:
CBTP Update Process
The Plan was prepared by C/CAG through an inclusive, collaborative process involving residents of targeted communities, community-based organizations that provide services within these communities, local schools, transit operators, C/CAG, and MTC. The planning process involves significant community outreach to directly engage residents.
Outreach and engagement in the CBTP update included:
1. Oversight by an Advisory Group
2. Project web page
3. Project awareness campaign
4. Bilingual digital transportation survey
5. Meetings with city and community leadership
6. “Pop-up” outreach sessions at events in the study area
CBTP Contents
The key components of the Plan are locally identified transportation needs and strategies to address them. Once adopted, the Plan will allow these strategies to obtain priority for funding from state and regional sources, as well as being taken into consideration in the development of SamTrans' Short Range Transit Plan, which identifies planned transit improvements over the next ten years.
The Plan includes strategies in the following categories:
• Active Transportation, including bicycle, pedestrian, and micro mobility
• Paratransit
• Safety
The Plan area is shown in Figure ES-1 in the Plan, which is included as Attachment A to this board memo, and includes areas of East Palo Alto, Menlo Park, unincorporated San Mateo County and Redwood City. The unincorporated County area included in the Plan consists entirely of North Fair Oaks, which is also the only Equity Priority Area in the unincorporated portions of the Plan area. While East Palo Alto had a previous CBTP, adopted in 2009, this is the first CBTP covering the other portions of the Plan area,
Table ES-3 in the CBTP shows the strategies incorporated in the final Plan, with estimated project costs and relevant responsible agencies. The unincorporated County’s strategies are also included in the County’s Active Transportation Plan, which was adopted by the Board in February 2021]. The CBTP strategies applicable to the County will be implemented by the County Department of Public Works in collaboration with other departments and agencies, and implementation status will be monitored by Public Works. As described above, these strategies are the outcome of extensive outreach, community and stakeholder participation, advisory group input, and a range of other participation and input.
The executive summary included in Attachment A, pages 3 through 14, provides a succinct and detailed summary of the CBTP process, Plan Area, findings, and strategies included in the Plan.
Plan Adoption, NFOCC Recommendation, and Board Action
C/CAG is the lead agency for the CBTP, and the C/CAG Board will ultimately consider adoption of the Plan. C/CAG has requested that each participating local jurisdiction also adopt a resolution in support of the Plan. The North Fair Oaks Community Council considered the CBTP on April 27, 2023 and recommended that the Board of Supervisors adopt a resolution in support of the Plan.
Environmental Review
Neither the 2023 Southeast San Mateo County CBTP nor adoption of a resolution in support of the CBTP are projects as defined by the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15060(c) and 15378(b).
County Attorney Review
The resolution has been reviewed and approved by the County Attorney as to form.
FISCAL IMPACT:
There is no fiscal impact to the County from adoption of a resolution in support of the CBTP
