BACKGROUND:
In an effort to expedite materials testing and special inspection services for the Navigation Center Project while keeping the general welfare of the community a top priority, the Project Development Unit (PDU) leveraged a Request for Proposals conducted by the Department of Public Works (DPW) for testing and inspection services. Out of eight qualified firms, DPW selected three firms, of which Ninyo & Moore was chosen.

On April 21, 2022, the PDU executed an internal agreement in the amount of $52,398 with Ninyo & Moore to provide testing and special inspection services for the Navigation Center project. Through three subsequent departmental internal amendments, the current maximum fiscal obligation is $199,000.

DISCUSSION:
Due to unanticipated compaction work required at the Navigation Center, the project team engaged Ninyo & Moore to provide additional field and shop welding inspections. These inspections were necessary services as a result of out of state shop inspections, unanticipated repair work, extended construction schedule, and construction work site sections being divided into smaller sections.

By executing the amendment, the PDU, with assistance from Ninyo & Moore, will address all unforeseen tasks requiring construction special inspection services which, if not addressed will delay the County's filing of a Notice of Completion on the Nav...
