BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

PROJECT SUMMARY:
This is a request to authorize a grant to Rebuilding Together Peninsula, and resulting grant agreement, in an amount not to exceed $40,000, to provide for major repairs (roof, HVAC, plumbing or electrical system repairs) to two homes of low-income District 2 homeowners. The County Executive’s Office will administer and manage the proposed agreement.
Rebuilding Together Peninsula’s (“RTP”) mission is to repair homes, revitalize communities, and rebuild lives. For 34 years, RTP has been the “go-to” agency thousands of low-income residents across the Peninsula have turned to for critical repairs and improvements to help them continue to live independently in safe and healthy homes and, in most cases, to age in place. RTP provides critical home safety repairs and rehabilitation work for the Peninsula's most vulnerable residents and prioritizes the needs of low-income homeowners. Today, with support from skilled staff and volunteers, RTP completes approximately 130 repair projects throughout San Mateo and northern Santa Clara counties annually.
In order to qualify for RTP’s services, applicants must own their home, and their household income must be no more than 80% of the area’s median income. (The median income of homeowners served by RTP is $38,000). RTP vets applicants through a rigorous approval process required by the U.S. Department of Housing and Urban Development (HUD) as part RTP’s participation in the Community Development Block Grant (CDBG) program . (RTP has six CDBG contracts, which support CDBG minor home repair programs in San Mateo County, Daly City, South San Francisco, City of San Mateo, Redwood City, Palo Alto, and Mountain View.) After an applicant is screened, RTP visits the home to conduct a health and safety assessment and create a scope of work. Homes are chosen based on urgent need of repairs and matched with the resources RTP has available (including any restrictions on funding).
RTP will use this Measure K grant to fund a project to perform major repairs (e.g., roof, HVAC replacement, plumbing or electrical system repairs) on two District 2 homes. Repairs will cost approximately $15,000 per home.
The project will require RTP staff time to coordinate repairs with homeowners and subcontractors, estimated at $5,000 per home in RTP staff time.
Total Measure K Request: Not to Exceed $40,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
