BACKGROUND:

In close collaboration with many County and community partners, the Human Services Agency (HSA) coordinates homeless services throughout the County of San Mateo, including permanent housing programs for persons experiencing homelessness. Permanent housing programs include rapid re-housing (RRH), which is a housing support program that is designed to help individuals and families to quickly exit homelessness and return to permanent housing by providing housing search support, housing subsidies, and case management. 

 

California Governor Newsom and members of the California Legislature have recognized the urgent and immediate need for funding at the local level to combat homelessness. Governor Newsom and the Legislature have allocated multiple one-time blocks of grant funding to Continuums of Care and local governments under the Homeless Housing, Assistance, and Prevention Program (HHAP).

 

The County of San Mateo has received funding through multiple rounds of HHAP funding allocations. Each round of HHAP funding requires that recipients utilize a minimum percentage of the allocated funding for programs and services that support youth experiencing homelessness. Guided by the priorities of the County’s strategic plan on homelessness, HSA has utilized the HHAP grant funds set-aside for youth services to implement the rapid re-housing for youth program in San Mateo County.

 

On January 26, 2023, HSA issued a Request for Proposals (RFP) for rapid re-housing services for transition aged youth (ages 18-24). StarVista was selected as the provider of RRH for youth based on their experience, qualifications, and overall approach as outlined in the evaluation criteria of the RFP.

 

DISCUSSION:

HSA is proposing that the County enter into a three-year agreement with StarVista to provide RRH for transition aged youth services in San Mateo County, for a term of July 1, 2023 to June 30, 2026, and a total obligation not to exceed $807,250.

 

StarVista has been providing RRH services to transition aged youth in San Mateo County since the first implementation of this housing intervention in December 2019. Rapid re-housing services will help youth search for and move into permanent housing; provide financial assistance in the form of rent subsidies, security deposit, or other move-in related costs; and work closely with youth to develop a housing plan that is centered on goals related to promoting self-sufficiency and housing permanency. Participants in the program will continue to receive case management services and rental subsidies that gradually reduce over time, to help them stabilize after being permanently housed.

 

The agreement and resolution have been reviewed and approved by County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

It is anticipated for FY 2023-24, FY 2024-25, and FY 2025-26 that 75% of participants will move into permanent housing within 90 days of referral to the program, and 85% of participants will remain housed 12 months after move in.

FISCAL IMPACT:

The term of the agreement is July 1, 2023, through June 30, 2026. The total obligation amount for the agreement is $807,250.00. This agreement is funded by Homeless Housing, Assistance, and Prevention Program (HHAP). Budget appropriations for this agreement will be included in the FY 2023-24 Recommended Budget and in all subsequent budgets that are affected by this agreement. There is no Net County Cost associated with this agreement.
