BACKGROUND:
In close collaboration with many County and community partners, the Human Services Agency (HSA) coordinates homeless services throughout the County of San Mateo, including permanent housing programs for persons experiencing homelessness. Permanent housing programs include rapid re-housing (RRH), which is a housing support program that is designed to help individuals and families to quickly exit homelessness and return to permanent housing by providing housing search support, housing subsidies, and case management.

California Governor Newsom and members of the California Legislature have recognized the urgent and immediate need for funding at the local level to combat homelessness. Governor Newsom and the Legislature have allocated multiple one-time blocks of grant funding to Continuums of Care and local governments under the Homeless Housing, Assistance, and Prevention Program (HHAP).

The County of San Mateo has received funding through multiple rounds of HHAP funding allocations. Each round of HHAP funding requires that recipients utilize a minimum percentage of the allocated funding for programs and services that support youth experiencing homelessness. Guided by the priorities of the County's strategic plan on homelessness, HSA has utilized the HHAP grant funds set-aside for youth services to implement the rapid re-housing for youth program in San Mateo County.
