BACKGROUND:

One East Palo Alto (OEPA) has provided multi-cultural center services and outreach and engagement services for consumers receiving mental health services in East Palo Alto since October 2008. The services are provided by community outreach workers who access and connect community members with appropriate behavioral health services in East Palo Alto.

 

In April 2018, Behavioral Health and Recovery Services (BHRS) released a Request for Proposals (RFP) for Multi-Cultural Wellness Center services in East Palo Alto. On July 6, 2018, OEPA was selected to provide these services.

 

In November 2021, this Board approved an agreement with OEPA for multi-cultural wellness center services, outreach and engagement services, mental health first aid, crisis response, parent project classes, and activities related to the East Palo Alto Homeless Drop-In Center, for the term of July 1, 2021, through June 30, 2022, and vaccine outreach for the term of July 1, 2021, through August 31, 2021, for a maximum obligation of $580,284.

 

DISCUSSION:

Through this amendment, OEPA will provide six distinct services: 1) multi-cultural wellness center services that welcome adult behavioral health consumers; 2) outreach, engagement, and linkage services through the East Palo Alto Partnership for Mental Health Outreach; 3) training for community partners about how to identify and help people with mental health issues; 4) a culturally competent crisis response to the Ravenswood City School District; 5) two Parent Project courses teaching parents/caregivers parenting skills focusing on how to improve their relationship with their children, funded by Measure K; and 6) activities related to the East Palo Alto Homeless Drop-In Center, funded by the Mental Health Services Act (MHSA).

 

BHRS will release an RFP for the Multi-Cultural Wellness Center services in East Palo Alto in Fall 2023. A nine-month term extension to this agreement will provide additional time for that process to be completed and allow OEPA to continue providing services throughout the proposed contract term extension.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by the County Attorney as to form. 

 

BHRS provides a range of services to support consumers in their efforts toward wellness and recovery. One established form of support is the provision of multi-cultural center services to assist consumers with connecting to services that address their needs and support their wellness. Over 90% of unduplicated clients are anticipated to be referred by the multi-cultural center for mental health services.

 

In July 2022, this Board delegated to the Chief of San Mateo County Health or designee the authority to approve a Cost-of-Living Adjustment amendment with OEPA to increase the amount by $622,300 for a total amount not to exceed $1,202,584 and extend the term through June 30, 2023.

FISCAL IMPACT:

The term of the amended agreement is July 1, 2021, through March 31, 2024. This amendment increases the agreement amount by $450,969 to an amount not to exceed $1,653,553 for the 33-month term and $450,969 is included in FY 2023-24 Recommended Budget. Of this amount, MHSA will fund $228,806, Measure K will fund $137,692 and Substance Abuse Block Grant will fund $84,471. There is no Net County Cost associated with this amendment.
