BACKGROUND:
As part of the California Budget Act of 2021, Provision 25 of Item 4260-001-0001, the California Coverage and Health Initiatives (CCHI) was awarded a contract by the Department of Health Care Services (DHCS) to provide Medi-Cal outreach, enrollment, retention, and utilization activities for targeted populations in California. These specified groups include individuals aged 65 or older who are eligible for both Medi-Cal and/or Medicare coverage; Medi-Cal beneficiaries turning age 65 who are not already enrolled in Medicare; and individuals who are newly eligible for Medi-Cal due to the Medi-Cal expansion to adults aged 50 and older regardless of immigration status.
In San Mateo County, the Health Coverage Unit (HCU) provides health coverage outreach and enrollment assistance to San Mateo County residents. The HCU operates an enrollment assistance hotline and in-person enrollment assistance at sites throughout the County. In FY 2021-22, HCU made approximately 68,448 contacts assisting clients enrolling in health coverage programs and accessing needed healthcare.
DISCUSSION:
As a long-time participating member of the CCHI workgroup, HCU was approached by CCHI in late 2022 to request to be a contractor in the DHCS Older Adult Medi-Cal Outreach and Enrollment project (Project). Due to HCU’s current role in providing health coverage outreach and enrollment assistance to San Mateo County’s residents, HCU has the infrastructure to provide the services to the targeted Project populations.
In order to minimize funding delays, the HCU seeks this Board’s authorization for the Chief of San Mateo County Health or their designee to sign the agreement in lieu of this Board. The agreement and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
This agreement is going to this Board late due to prolonged negotiations with CCHI.
It is anticipated that HCU will assist with 1,000 Medi-Cal applications submitted and approved during the contract period, with 200 in the current fiscal year and 800 in Fiscal Year 2023-24.

FISCAL IMPACT:
The term of the agreement is January 1, 2023, through June 30, 2024. The amount of the agreement is to be at most $300,000 for the 18-month term. Funds in the amount of $100,000 will be included in the HCU FY 2022-23 Budget, and $200,000 will be included in the HCU FY 2023-24 Recommended Budget. Since the County is receiving this funding, there is no Net County Cost.
