Adopt a resolution authorizing an agreement with the San Mateo County Historical Association (“Association”) for architectural and engineering work on the Carriage House, for the term of June 1, 2022 through June 30, 2023 for an amount not to exceed $40,620.31.

BACKGROUND:

The County is the owner of the San Mateo County History Museum (“Museum”) previously known as the Old Courthouse, located at 2200 Broadway Street, in Redwood City. As approved and authorized by this Board under Resolution No. 59166, the County has leased the Museum to the Association since March 1995, for a term of 30 years, and the Association operates the Museum. The Association was granted the authority to expand the Museum by constructing a carriage museum (“Carriage House”) adjacent to the existing Museum building. The Carriage House will be a 3-story, 15,000 square foot building. It will include a ground floor gallery for changing carriage and automotive exhibits, a second floor dedicated to the permanent display of the Museum’s Brewster Carriage collection, and a roof-top terrace that can be used for public events. 

 

To support construction of the Carriage House, on December 10, 2019, this Board approved an agreement with the Association (Resolution No. 077119) to provide funding for pre-construction work associated with the Carriage House in an amount not to exceed Four Hundred Thousand Seventy-Five Dollars and Zero Cents ($475,000.00) for the term December 10, 2019, through December 31, 2021 (the “first agreement”). In addition, on September 14, 2021, this Board approved a second agreement with the Association (Resolution No. 078376) to provide funding for architectural and engineering costs associated with the Carriage House in an amount not to exceed One Hundred Sixty Thousand Dollars and Zero Cents ($160,000.00) for the term September 20, 2021, through December 31, 2022 (the second agreement”). 

 

DISCUSSION:

The Association has engaged contractors and expended funds in connection with proceeding with the pre-construction and architectural engineering work for the Carriage House. The Association did not utilize the full amount of funding provided under the first agreement (Resolution No. 077119) before it expired, and has incurred additional, necessary expenses for architectural and engineering services that exceeds the amount authorized under the second agreement (which agreement has now expired). To ensure that the Association’s expenses for completed work on the Carriage House are paid, a new agreement (the “third agreement”) is needed. The term of the third agreement will be from June 1, 2022 through June 30, 2023 for a not-to-exceed amount of $40,620.31.  

 

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.  

 

EQUITY IMPACT:

Part of the planning process for the History Museum included community focus groups of community members from a wide range of races and ethnicities including communities that have been historically underrepresented in this type of planning processes. The County is checking with the Contractor to determine the level to which the demographics of those engaged were tracked and if there is more specific information. In addition, the interpretation of the Exhibits of the Carriage House will include the history of who the carriages will built for, but also the information on those who participated in the labor of building the carriages, including people of many different races/ethnicities, including people of color and lower-wage laborers.  In the development of the exhibit(s), the History Association will be striving to tell the full story of all the communities engaged, specifically researching and lifting up the relevant experiences and stories of communities that were marginalized during the times the carriages were designed, built and used. Although the exhibits are not yet complete, the history Association is exploring how to address the differences in language/accessibility in those who may visit the museum.

 

FISCAL IMPACT:

The term of the proposed agreement is June 1, 2022 through June 30, 2023 for an amount not to exceed $40,620.31, all of which will be paid through County General Funds. There is adequate funding in the Non-Departmental FY 2022-23 Adopted Budget to cover this expense.
