BACKGROUND: Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

PROJECT SUMMARY:
This is a request to authorize a grant to LifeMoves, and resulting grant agreement, in an amount not to exceed $25,000, to support a unit kitchen renovation at the Haven Family House shelter in Menlo Park. The County Executive’s Office will administer and manage the proposed agreement.

LifeMoves is the largest nonprofit organization committed to ending the cycle of homelessness for families and individuals in San Mateo and Santa Clara Counties. As a financially stable and purposeful organization, their mission, since 1987, has been to provide interim housing and supportive services for unsheltered families and individuals to rapidly return to stable housing and long-term self-sufficiency. LifeMoves operates over 20 facilities across the Peninsula and Silicon Valley, including twelve shelters, a drop-in center, and several permanent supportive housing sites. On any given night, the organization feeds, clothes, and houses more than 1,250 people, about 20% of whom are minor children.
Haven Family House is a family shelter located in a residential neighborhood in Menlo Park that primarily serves residents of Southern San Mateo County, including Menlo Park, East Palo Alto, and Belle Haven. The facility has 24 fully furnished one- and two-bedroom apartments, a large outdoor courtyard and playground, workshop and meeting rooms, a computer tutoring center, and a free, on-site child development center for toddlers and preschoolers. It is the only family shelter in Menlo Park.
Haven Family House nearly always operates at full capacity. During the pandemic, many families stayed longer than was typical prior to the Covid-19 outbreak and kitchens in the Haven units seemed to have experienced the brunt of the extended stays. LifeMoves will use the Measure K grant to rehabilitate the kitchen that requires the most significant repairs, located in unit 10. The work will include: installation of new cupboards, counters, undermount sink, and backsplash, along with associated hardware and plumbing.
Total Measure K Request: Not to Exceed $25,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
