BACKGROUND:

In 2011, the Regionally Integrated Climate Action Planning Support (RICAPS) program was established to provide technical and collaborative support to all 21 San Mateo County jurisdictions to prepare and implement climate action plans. The Office of Sustainability (OOS) leads this program, which provides a monthly working group for sustainability staff, blueprint planning documents, and tailored technical analysis. Since its establishment, the program has served all of the 21 jurisdictions and has been a unique example of working together to achieve regional synergy in reducing the carbon pollution that leads to climate change.

The RICAPS program is funded by Peninsula Clean Energy (PCE), the City/County Association of Governments of San Mateo County (C/CAG), and Pacific Gas and Electric Company via the San Mateo County Energy Watch program. These organizations fund RICAPS because the program advances shared goals and outcomes in the community, especially the reduction of carbon emissions via energy efficiency and the transition towards clean energy. PCE has previously provided funding via year-long contracts at funding levels below $100,000. Historically, funding agreements with PCE for RICAPS have not required Board approval because the contracting amount has not met the Board of Supervisor’s approval threshold.

 

DISCUSSION:

RICAPS funding was provided by PCE via annual contracts for specific initiatives. Because PCE, C/CAG, and the County have developed a strategic partnership to support long-term countywide progress toward carbon neutrality, a three-year funding agreement for the RICAPS program, in the amount of $285,000, will provide a more stable funding source allowing OOS staff to plan further in advance and invest in longer-term initiatives. Establishing programs that will transition our existing building stock to clean power and that will provide San Mateo County residents with carbon-free electricity provided by PCE, will help ensure that the County and its jurisdictions can meet climate action commitments to the community and ultimately fight against impacts such as wildfire, smoke, and flooding that are impacting those same communities today.

The County Attorney’s Office has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The term of the agreement is May 1, 2023, through December 31, 2025. The amount of the agreement is not to exceed $285,000 for the term of the contract. Funds in the amount of $17,812.50 are included in the current FY 2022-23 budget, $106,875 are included in the FY 2023-24 budget, $106,875 are included in the FY 2024-25 budget, and $53,437.50 will be included in the FY 2025-26 budget.
