A)                     Appointment of Shawni Goudarzi as representative of the American Heart Association/American Stroke Association (AHA/ASA) for an initial partial term ending March 31, 2025; and

 

B)                     Reappointment of Jeff Thorne as the licensed and accredited San Mateo County Fire Services EMT-paramedic representative for a first full term ending March 31, 2027; and

 

C)                     Reappointment of Sergeant Joe DeSousa as California Highway Patrol representative for a first full term ending March 31, 2027.

BACKGROUND:

The Emergency Medical Care Committee (EMCC) is responsible for reviewing and reporting its observations and recommendations to the San Mateo County Board of Supervisors and the local Emergency Medical Services Agency (EMS Agency) regarding the emergency medical services system. The Committee monitors and presents recommendations to improve emergency medical care in San Mateo County.

 

The EMCC consists of 20 members appointed by the Board, for terms of four years, for up to three consecutive terms. Among EMCC’s 20 members, it must have, among other requirements: (a) one representative of the American Heart Association, local chapter thereof (AHA); (b) one representative of the San Mateo County Police Chief's Association (Police Chiefs); (c) two fire service representatives, at least one of whom is a representative of the San Mateo County Fire Chiefs Association (Fire Chiefs); (d) one licensed and accredited San Mateo County EMT-Paramedic, who shall be employed as a field care EMT-paramedic or paramedic supervisor by the county-wide exclusive emergency ambulance contractor (Paramedic); and (e) one executive leader or designee of the Hospital Council San Mateo Section, a categorical member representing San Mateo County receiving hospitals (Hospital Administration).

 

 

DISCUSSION:

Shawni Goudarzi is being recommended to serve an existing partial term through March 31, 2025, representing the American Heart Association, for a seat formerly held by Rea Anne Arcangel. Jeff Thorne has served on the EMCC since an initial partial term beginning in April 2022 and is being recommended for reappointment into a first full four-year term ending March 31, 2027. Sergeant Joe DeSousa has served on the EMCC since an initial partial term beginning September 2022, and is being recommended for reappointment into a first full four-year term ending March 31, 2027.

 

Shawni Goudarzi brings to the EMCC over 15 years of healthcare quality improvement experience working with hospitals, EMS agencies, departments of health, and clinicians. In her current role at AHA/ASA, she leads a regional team of professionals within the Quality, Outcomes Research, and Analytics Department to improve cardiac and stroke systems of care.

 

Jeff Thorne has 26 years of experience in fire services, with over 21 years in San Mateo County, primarily with San Mateo Consolidated Fire Department. Mr. Thorne is an active member of the San Mateo County emergency medical services (EMS) system as an EMT-paramedic and serves as the EMS/Fire services supervisor for the central zone fire.

 

Sergeant Joe DeSousa is a dedicated CHP Sergeant with over 20 years of law enforcement experience in the Bay Area.
