BACKGROUND:

The City/County Association of Governments (C/CAG) is the Congestion Management Agency for the County of San Mateo (County) and administers federal funding available through the Metropolitan Transportation Commission (MTC). C/CAG informed the Department of Public Works (Department) that the County is eligible to apply for federal funding pursuant to MTC’s 2023 Regional Active Transportation Program Cycle 6 (ATP) in the amount of approximately $5,435,000 for the Santa Cruz Avenue/Alameda de las Pulgas Complete Street Project (Project).

 

The MTC Programming and Allocations Committee has recommended funding the construction portion of the Project in the ATP. The MTC submitted the list of projects to the California Transportation Commission (CTC) for approval on March 15, 2023. This resolution of local support allows the Department to file an application for the funding assigned to the MTC for the Project.

 

The ATP consolidates existing federal and state transportation programs, including the Transportation Alternatives Program (TAP), Bicycle Transportation Account (BTA), and State Safe Routes to School (SRTS), into a single program with a focus to make California a national leader in active transportation. The purpose of ATP is to encourage increased use of active modes of transportation. The ATP is administered by the Caltrans Division of Local Assistance.

 

On October 20, 2020, this Board adopted Resolution No. 077821, which approved the Project and supported an application to the San Mateo Transportation Authority for pedestrian and bicycle program funding for design and permitting of the Project.

 

DISCUSSION:

In order to apply for and receive ATP funding, the County must submit an application to MTC with a resolution adopted by this Board. The resolution must provide assurances that the County will complete the work within the required timeframe (FY 2023-2024 to FY 2025-2026), comply with regulations under the ATP, and commit the necessary non-federal local matching funds. The resolution is in a template form as required by MTC.

 

The Department is working to complete design of this Project based on the Board approved alternative by Resolution No. 077821. This funding will enable construction of the Project, which will improve the road for all users who travel the corridor or cross Alameda de las Pulgas between Avy Avenue and Santa Cruz Avenue and Santa Cruz Avenue between Alameda de las Puglas and Sand Hill Road. The Project will include pedestrian and bicycle improvements, drainage improvements, and a pavement preservation treatment.

 

The Department received $700,000 from the San Mateo County Transportation Authority to develop the plans and specifications for the Project and is now seeking grant funding for the construction phase. 

 

The Department requests that this Board authorize the Director of Public Works, or designee, to execute and file an application for the ATP funding with the MTC for construction of the Project. If funding is approved by the MTC, the Department will ensure that the plans and specifications for the Project comply with the funding procedures and requirements, delivery milestones, funding timeframe, and regulations under the ATP.

 

County Attorney has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The estimated cost for the Project is $6,629,000. The Project will be financed as follows:

 

MTC ATP (Cycle 6) Funding                     $5,435,000

 

Road Fund (Local Match)                                          $1,194,000

 

  Total Estimated Cost                                          $6,629,000

 

Funding for this Project will primarily be from the MTC ATP. The Project will initially be financed by the Road Fund as the ATP funds are received on a reimbursable basis.

 

There is no impact to the General Fund.
