BACKGROUND:
The City/County Association of Governments (C/CAG) is the Congestion Management Agency for the County of San Mateo (County) and administers federal funding available through the Metropolitan Transportation Commission (MTC). C/CAG informed the Department of Public Works (Department) that the County is eligible to apply for federal funding pursuant to MTC's 2023 Regional Active Transportation Program Cycle 6 (ATP) in the amount of approximately $5,435,000 for the Santa Cruz Avenue/Alameda de las Pulgas Complete Street Project (Project).

The MTC Programming and Allocations Committee has recommended funding the construction portion of the Project in the ATP. The MTC submitted the list of projects to the California Transportation Commission (CTC) for approval on March 15, 2023. This resolution of local support allows the Department to file an application for the funding assigned to the MTC for the Project.

The ATP consolidates existing federal and state transportation programs, including the Transportation Alternatives Program (TAP), Bicycle Transportation Account (BTA), and State Safe Routes to School (SRTS), into a single program with a focus to make California a national leader in active transportation.
