BACKGROUND:
The County of San Mateo, Information Services Department (ISD) operates a muti-technology countywide public radio system interconnecting through an extensive network namely: microwave-radio, optical-fiber, and leased circuit facilities that provides support to critical public safety communications for various public agencies throughout the County.
On September 13, 2022, the Board of Supervisors approved Resolution Number 079136 authorizing an agreement with Aviat U.S., Inc. to provide services to engineer and implement the Microwave System Upgrade Project for the term of September 13, 2022 through September 12, 2025, in an amount not to exceed $6,451,432.
On April 8, 2022, ISD issued a Request for Proposal (RFP) Number ISD-20221860 to identify one vendor with extensive technical experience, availability of local personnel, and resources for the purpose of providing project management and subject matter expert consulting services for the Microwave System Upgrade Project and other Land Mobile Radio Projects.
DISCUSSION:
Due to the complex nature of upgrading a microwave system, it is in the best interest of the County to execute an agreement with Federal Engineering, Inc. (FE) to provide project management and subject matter expert services (SME) for overall project execution and support. In addition to their project management skills, FE consulting staff bring difficult to develop SME radio skills sets that county staff do not have. Because of the public safety nature of County radio communications, the County is better served by having SMEs provide these highly technical services in order to minimize risk. These services include working with Aviat U.S., Inc., the County’s selected Microwave Upgrade System vendor, and Motorola, the Land Mobile Radio system manufacturer to assist the County in the successful delivery, installation, testing, migration, and maintenance of a fully operational microwave network.
Federal Engineering, Inc., is one of the four respondents to the Microwave and Land Mobile Radio Project Management and Subject Matter Expert Consulting Services RFP. This vendor was selected for their extensive in-depth technical expertise with worldwide microwave and land mobile radio communication systems credentials as well as its fulfillment of requisite technical and administrative criteria.
The County Attorney’s Office has reviewed and approved the agreement and resolution as to both form and content.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
Approval of this agreement will contribute to the performance measure by cost effectively upgrading the County’s radio communications system.

FISCAL IMPACT:
The term of this agreement is from March 28, 2023, through June 30, 2025, for a total not to exceed amount of $536,300. Funding for this agreement will come from Proposition 172 funds appropriated in ISD’s FY 2022-23 Adopted Budget and will be included in ISD’s FY 2023-25 Recommended Budget for multi-year Radio Communications projects.
