BACKGROUND:

On January 5, 2021, through Resolution No. 077933, this Board approved the agreement with the City and County of San Francisco (CCSF) for the distribution of FY 2020 Urban Area Security Initiative (UASI) grant funds for the Northern California Regional Intelligence Center (NCRIC) in the amount of $6,597,740, and for a term commencing November 1, 2020, through December 31, 2021.

 

On January 1, 2022, through Resolution No. 077933, the Sheriff approved the first amendment to the FY 2020 UASI grant agreement extending the term from December 31, 2021, to June 30, 2022.

 

On February 15, 2023, the CCSF issued the second amendment to the FY 2020 UASI grant agreement increasing the amount by $226,048 from $6,597,740 to $6,823,788, and extending the term from June 30, 2022, to May 31, 2023.  The additional funds will be used by the NCRIC to purchase cyber related equipment and services to improve resiliency of the NCRIC’s regional systems and to refresh the NCRIC’s technology infrastructure. 

 

DISCUSSION:

The Sheriff’s Office is requesting this Board authorize the second amendment to the agreement with the CCSF for the distribution of FY 2020 UASI grant funds that increases the amount to $6,823,788 and extends the term to May 31, 2023.

 

The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to agreements which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current revised fiscal provisions.

 

County Attorney has reviewed and approved the Resolution and the second amendment to the FY 2020 UASI grant agreement as to form.

 

FISCAL IMPACT:

The second amendment to the agreement is for a term commencing November 1, 2020, through May 31, 2023, in an amount not to exceed $6,823,788.  All costs associated with the NCRIC operation are 100% reimbursable from federal, state, and local funds.  There will be no Net County Cost incurred.
