A) Adopt a resolution authorizing Agreement No. 12310-F23-D034 between the County of San Mateo and BELFOR USA Group, Inc. to provide emergency restoration and repair services in response to the local emergency related to extreme and unprecedented rainfall and associated severe weather as proclaimed by the County’s Director of Emergency Services on January 2, 2023 for the term of January 11, 2023, through December 31, 2023 for the not-to-exceed amount of $1,200,000; and
B) Authorizing the County Executive, or designee, to execute further amendments to the Agreement that modify the County’s maximum fiscal obligation up to an additional $25,000 (in the aggregate), and/or modify the contract term and/or services so long as the modified term and/or services is/are within the current or revised fiscal provisions.

BACKGROUND:
On January 2, 2023, the County Executive Officer, as the County’s Director of Emergency Services (the “Director), issued a proclamation of local emergency related to extreme and unprecedented rainfall and associated severe weather pursuant to Government code section 8630 and Chapter 2.46 of the County’s Ordinance Code, which proclamation was ratified by the Board of Supervisors (the “Board”) on January 4, 2023, pursuant to Government Code section 8630, until such time as the local emergency is terminated (the “Local Emergency”).
On January 4, 2023, the Governor of the State of California proclaimed a State of Emergency related to extreme and unprecedented rainfall and associated severe weather throughout the State of California
In furtherance of the County’s efforts to save lives and protect health and safety in response to the Local Emergency as declared by the state and local governments, the County desires to enter into this agreement with BELFOR USA Group, Inc. It is necessary and desirable that Contractor be retained for the purpose of emergency restoration and repair services in response to the declared emergency of the Late December 2022 / Early January 2023 Winter Storm.
DISCUSSION:
BELFOR USA Group, Inc. is a highly experienced provider of emergency restoration and repair with a wide and complete range of services well suited to the variety of County projects. Contractor, has been, and will continue to provide services ranging from, and not limited to, storm cleanup and recovery, water extraction, mud removal, detail cleaning and demolition, property damage restoration and repairs in the County as affected by the proclaimed emergency. Contractor will furnish all labor, materials, tools, and equipment necessary to complete the emergency services safely and efficiently as directed by designated staff of the County’s Emergency Operations Center.
County Staff has negotiated the agreement and recommends that this Board authorize the agreement of emergency restoration and repair services to BELFOR USA Group, Inc., for an amount not-to-exceed One Million, Two Hundred Thousand Dollars, and Zero Cents ($1,200,000.00), and a term of January 11, 2023, through December 31, 2023.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The resolution has been reviewed and approved by County Attorney’s Office as to form.

FISCAL IMPACT:
The term of Agreement No. 12310-F23-D034 with BELFOR USA Group, Inc. is from January 11, 2023, through December 31, 2023 for an amount not-to-exceed One Million, Two Hundred Thousand Dollars, and Zero Cents ($1,200,000.00). All departments utilizing the agreements have included emergency services in their FY 2022-23; FY2023-24 Recommended Budget.
