A)                     The Director of the Project Development Unit, or designee, to execute new purchase orders with One Workplace to plan, procure, furnish, and install furniture, and provide all related moving services for the Cordilleras Health Campus project in an amount not to exceed $3,000,000; and

 

B)                     The Director of the Project Development Unit, or designee, to execute additional purchase orders and amendments to purchase orders in an amount not to exceed $300,000 for a total maximum fiscal obligation of $3,300,000.

BACKGROUND:

The Cordilleras Health Campus Project (Cordilleras) includes demolition and replacement of the existing Cordilleras Health Center building and the addition of five Mental Health Rehabilitation Centers that will allow for residential treatment in a smaller and less institutional setting.

 

Following a competitive Request for Qualifications and Request for Proposals process overseen by County procurement, an inter-departmental County committee selected One Workplace (OWP) as the best value provider of furniture planning, procurement, and installation services for new County projects.   

 

Since that time, OWP has provided furniture planning, procurement, and/or installation support on multiple County projects including the Regional Operations Center, San Mateo Health Campus project, Navigation Center, and County Office Building 3.

 

DISCUSSION:

OWP will provide and procure all furnishings, fixtures and equipment on behalf of the County of San Mateo, including but not limited to all necessary specialized service of high-risk behavioral furnishings for Cordilleras. In conjunction with County representatives and project team, OWP has been working to identify, price, and select the necessary furnishing for four Mental Health Rehabilitation Centers and one 40,000 square foot co-housing facility. The selected furnishings, fixtures and equipment are industry proven, task appropriate, sustainable products that will provide years of use at a reasonable cost.

 

The selected furniture for Cordilleras will be acquired utilizing pricing and/or discounts established through the County’s competitive selection process and/or pursuant to other national, state, or municipal competitive purchasing solicitations existing at the time of purchase. Approval of this resolution will enable timely execution of purchase orders for identified scope and provide appropriate County oversight for additional purchase orders for needs identified during execution and space occupation.

 

The County Attorney has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The costs of the furnishings, fixtures and equipment for the Cordilleras Health Campus project will be paid from a combination of capital project revenue appropriated in the FY 2022-23 Adopted Budget: $1,800,000 from the Whole Person Care Grant and  $1,200,000 in 2021 Lease Revenue Bonds. There is no impact to the General Fund.
