BACKGROUND:

The San Mateo County HIV Program has received federal Ryan White Part A funding to provide food services to San Mateo County residents affected by HIV/AIDS.

DISCUSSION:

Under this agreement, ACRC will provide food services to San Mateo County residents affected by HIV/AIDS.  A Request for Proposals was released in December 2022, and ACRC was chosen by the selection committee.

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

It is anticipated that 97% of clients who receive food services will report an improved nutrition and improved quality of life.

PERFORMANCE MEASURE:

Measure

FY 2021-22 Actual

FY 2022-23 Estimated

Percentage of clients who receive food services that report an improved nutrition and improved quality of life

94% 135 clients

97% 140 clients

FISCAL IMPACT:

The term of the agreement is March 1, 2023, through February 28, 2026.  The amount of the agreement is not to exceed $1,500,000 for the three-year term. Of that amount, $348,000 is included in the Public Health, Policy and Planning FY 2022-23 Adopted Budget and $500,000 is included in the FY 2023-24 Recommended Budget.  Similar arrangements will be made for future years.

The payment provisions and levels of service in this agreement are similar to the previous agreement.  There is no Net County Cost associated with this agreement, as Ryan White Part A is providing 100% of these funds.
