Measure K: Approve an Appropriation Transfer Request (ATR) to re-purpose Measure K revenue in the amount of $23,500 to cover expenses incurred in FY 2022-23 for the Millbrae Homeless Outreach Team (HOT) pilot project.

BACKGROUND:
There have been challenges related to the number of people experiencing homelessness at the Millbrae BART station. This includes many people experiencing homelessness arriving in Millbrae on the last trains of the night, and the challenge of there not being homeless services available at that time of night. The City of Millbrae, Supervisor Pine's office, and the San Mateo County Human Services Agency (HSA) collaborated to create a plan to conduct a one-year pilot of a new homeless outreach program that would be tailored to serve people experiencing homelessness around the Millbrae BART station during nighttime hours.
In FY 2021-22, HSA contracted with Lifemoves to run the pilot program through September of 2022. As part of the funding structure, HSA agreed to provide funding under Measure K initiative HSAHO, which provides funding for Homeless Outreach programs.
DISCUSSION:
Approval of this Recommendation will create Measure K expenditure and revenue appropriation in FY 2022-23 to cover the remaining portion of the Millbrae HOT pilot program.
The County Attorney has reviewed and approved the memo and resolution as to form.
FISCAL IMPACT:
This ATR re-purposes $23,500 in currently un-obligated Measure K funds from existing and budgeted Measure K initiatives and shifts the funds into the Homeless Outreach appropriation to cover the remaining program cost.
