Adopt a resolution authorizing the President of the Board of Supervisors to execute an amendment to the Architectural and Engineering Services agreement with Cannon Design for the Cordilleras Health Campus Project, increasing owner contingency by $1,000,000 from current contract value of $10,007,260, and establishing a new not to exceed amount of $11,007,260.

BACKGROUND:
The Cordilleras Health Campus Project (Cordilleras) includes replacement of the existing Cordilleras Mental Health Center building, which is over 60 years old and has outlived its useful life. The building was originally constructed as a tuberculosis hospital and requires replacement to meet modern standards. The project includes demolition of existing facilities and replacement with five new buildings that will allow for residential treatment in a smaller and less institutional setting.
Cannon Design is under contract to provide architectural and engineering services for Cordilleras and serves as the Architect of Record. On November 21, 2017, this Board adopted Resolution 075578, authorizing execution of an agreement with Cannon Design for architectural and engineering professional services for Cordilleras. The current not to exceed amount for this contract is $10,007,260.
DISCUSSION:
This amendment with Cannon Design will allow the project team and client the flexibility to issue necessary design change orders as required for health systems and facilities maintenance, environmental permit package updates, solar panel extended coordination, extended construction schedule, and any unforeseen design modifications required as construction proceeds. Unused owner contingency allowance will be credited back to the County at contract termination.
The County Attorney’s Office has reviewed and approved the resolution and amendment as to form.
FISCAL IMPACT:
The value of this increase is included in the approved project budget of $160,134,904, which includes (1) $153,005,000 in 2021 Lease Revenue Bond proceeds; (2) $2,000,000 in Health System funds; (3) $2,340,849 in Whole Person Care Funds; and (4) $2,789,055 in Mental Health Services Act funds. There is no impact to the General Fund.
