BACKGROUND:
In the course of law enforcement activities, it is necessary to gather forensic evidence to aid in the prosecution of individuals accused of a crime. Evidence can be gathered in many ways including withdrawing blood from individuals suspected of driving under the influence of alcohol or drugs, individuals involved in a motor vehicle collision, and withdrawing blood from public safety personnel involved in critical incidents such as an officer involved shooting.

DISCUSSION:
In August 2019, the County issued a request for proposals for phlebotomy services. Bay Area Phlebotomy & Laboratory Services was selected as the best qualified firm to provide phlebotomy services. On December 3, 2019, the County entered into an agreement for the provision of phlebotomy services for the term of December 1, 2019 through November 30, 2022 in an amount not to exceed $340,000 (Resolution No. 077107).

In December 2022, Amendment One to the agreement was approved in accordance with Resolution No. 077107 which gave the Sheriff authority to extend the term of the agreement and increase the contract amount by a maximum of $25,000. Amendment One ensured continuity of services and enabled the Sheriff's Office to pay for the contract services through December 2022.
