Ball, Inc., for the Mirada Road Pedestrian Bridge Replacement and Bank Stabilization Project, to increase the not-to-exceed amount of $4,073,520 by an additional amount of $275,000, to a new not-to-exceed amount of $4,348,520.

BACKGROUND:
On February 9, 2021, this Board adopted Resolution No. 078001, which certified the Initial Study/Negative Declaration dated December 2020 and authorized the Director of Public Works to proceed with finalizing the plans and specifications and advertising for bids for the Mirada Road Pedestrian Bridge Replacement and Bank Stabilization Project (Project).
On April 5, 2022, this Board adopted Resolution No. 078816, which adopted plans and specifications including conformance with prevailing wage scale requirements, authorized an agreement with Gordon N. Ball, Inc., with a not-to-exceed amount of $4,073,520 for the Project, and authorized the Director of Public Works to execute change orders in an amount not to exceed $370,320.
DISCUSSION:
During construction, it was observed that the existing site conditions had deteriorated or changed somewhat since the design was completed. This resulted in additional depressions along the face of the bluff and a more non-linear surface area underneath the existing rip-rap (large rocks) near the toe or bottom of the bluff. These differences resulted in an increase in the amount of construction material (shotcrete) needed and required additional soil nails due to the greater surface area of the bluff. Additionally, the California Coastal Commission, issuer of the Project’s Coastal Development Permit, required that the concrete staircase design be changed significantly after the Project was awarded, which resulted in additional time and materials needed for construction of the staircase.
These unexpected changes extended the construction duration, increased the construction cost, and will result in construction of the staircase and placement of the new pedestrian bridge in 2023. The cost of the unanticipated additional work for the Project is approximately $275,000.
Based on the additional cost of the unanticipated additional work and the remaining change order balance, the Department recommends that the not-to-exceed amount of the contract be increased by $275,000. The Department also recommends that this Board approve the recommended contract increase amount to facilitate completion of the Project in 2023.
County Attorney has reviewed and approved the Resolution as to form.
FISCAL IMPACT:
The new not-to-exceed amount of the Gordon N. Ball, Inc. contract is $4,348,520. The recommended increase of the Project contract by $275,000 will allow for the payment to the Contractor to complete the above-described unanticipated and additional work. Funds have been allocated in the Capital Projects FY 2022-23 Adopted Budget to fund this Project.
