BACKGROUND:

During Our Year of Working Together to End Homelessness, the County held three virtual events in April, May, and June 2022. These events provided information and discussion about the scope of the homelessness issue in the County, current homeless services, ending encampments, overcoming barriers to engagement, and development of first step solutions to everyday issues facing homeless populations in our community.

 

On October 28, 2022, the County hosted the Working Together to End Homelessness Summit (the “Summit”), an in-person event that focused on using information learned at the three prior virtual events to develop a plan and path forward for achieving functional zero homelessness based on data, lessons learned, and documented successes. The Summit brought together nearly 300 leaders and stakeholders from across San Mateo County, providing attendees an opportunity to collaborate and offer insights on ways to achieve functional zero homelessness. Attendees participated in tabletop discussions on the topics of economic insecurity, housing insecurity, and overall health and addiction challenges which are all contributing factors to homelessness. These discussions were designed to generate ideas and feedback that could be incorporated into the County's 2023 Action Plan to end homelessness.

 

The County’s costs for hosting the Summit, which included venue booking, buffet lunch, AV and technical arrangements, and printed material, totaled approximately $62,274, the majority of which the County anticipated would be covered through donations.

 

Toward this end, on December 6, 2022, this Board accepted donations from various community partners totaling $51,750 and authorized an Appropriation Transfer Request (“ATR”) recognizing unanticipated revenue in the same amount from donations received for the Summit to the General Fund. See Resolution # 079327.

 

DISCUSSION:

Since December 6, 2022, the County has received an additional $4,500 in donations to cover the Summit’s expenses from the following community partners:

Pursuant to County Administrative Memorandum B-3, “[r]eceipt of each gift or bequest having a value of more than $2,500 or with significant conditions or stipulations shall be acknowledged in writing by the [County] department head and referred to the Board of Supervisors for acceptance or rejection.” Staff recommends that the Board accept the above donations totaling $4,500.

 

Staff further recommends that the Board approve an ATR recognizing unanticipated revenue in the amount of the donations totaling $4,500 to the General Fund.

 

The County Attorney’s Office has reviewed and approved the accompanying resolution and ATR as to form.

 

The ATR presented to this Board recognizing the revenue from these donations has been approved by the County Executive and Controller or their authorized designees.

 

FISCAL IMPACT:

There is no County cost associated with the acceptance of the donations or the approval of the ATR. The aggregate amount of the donations accepted and recognized by the proposed Board action is $4,500, which amount will be added to the General Fund.
